Shame as Catholic Bishop is Caught masturbating

A senior catholic bishop has once again scandalized the world’s biggest church after he admitted to have recorded himself on video while masturbating.

Various news outlets have identified the disgraced prelate as Bishop Tomé Ferreira da Silva, who oversaw a diocese in Sao Paulo state, Sao Jose do Rio Preto.

Sources say that after the admission, the 65-year Brazilian bishop tendered in his resignation to the Vatican and it was accepted by the Holy Father last Wednesday. This was less than a week after the video went viral on social media. Initially, there was uncertainty about the identity of the person who was fondling his private parts but the priest came out to admit he was the one. The Vatican, the Brazilian Bishops Conference and Ferreira’s home diocese all announced the resignation but provided no details on the cause.

Ferreira is 15 years shy of the normal retirement age for bishops but his conduct has previously been cast in scandal. It has emerged that since 2015, he had reportedly been investigated by the Vatican for other accusations, including allegedly ignoring reports of sexual abuse in his diocese.

Local news network Globo reported in 2018 that the Sao Jose do Rio Preto diocese was the target of a Vatican investigation into whether Ferreira ignored reports of abuse, and had exchanged sexual messages with an adolescent. At the time, he cited personal reasons while stepping down as regional coordinator of the Ribeirao Preto archdiocese, of which Sao Jose do Rio Preto forms part, and where he remained bishop.

In 2015, he was reportedly accused of taking a large amount of money from the church and giving it to his driver, with whom he allegedly had a romantic relationship. The Vatican reportedly launched an investigation at the time, and he denied the claims.

The speed with which Francis removed the bishop after the video surfaced suggests that it was the final straw, given the prior reported problems.

Ferreira’s troubles comes just weeks after an Anglican bishop in Ghana came under for kissing female students during a church service.

Teso Covid-19 cases high because medics are working

BY JULIUS ODEKE

By Julius Odeke

The District Health Officer, Dr. Anthony Eriatu for Kalaki publicly announced that the district had registered 55 cases of Covid-19 patients in a space of one week.

According to the Health Centre IV data, Bululu sub-county was leading with 36 cases, Kalaki sub-county had 11 cases, Otuboi sub-county and Town Council had 17 and two respectively bringing to a total of 55 cases since President Yoweri Museveni lifted the lockdown. And most of these cases are being managed at home under home-based care.

To lay persons, this rings very serious alarm bells. However, it shouldn’t in actual sense. This is because in all this, vaccination is taking place in Kalaki; though with a few numbers of AstraZeneca doses that the district received from the Ministry of Health. There are several factors at play that can best explain why such a high proportion of cases are being registered in Teso sub-region with specific mention of Kalaki.

The health team at the district is constantly on the ground carrying out tests on a daily basis; something that we must applaud them for being courageous. Medics are doing this at time when people giving up in other parts of the world. Then, politicians and the technical team in the district have also left their comfort zones and are on the field doing a lot of sensitization so as to create awareness among our people.

Kalaki has a District Covid-19 Taskforce of 16 people; the technical staff and political leadership being boasted by the LCs both at the village and parish levels. They move to public places like trading centres since places of worship are no longer active unanimously educating locals to desist from public gatherings like burials, marriage ceremonies, opening cinema halls and drinking joints like they used to be before the invasion of coronavirus in 2020.

However, in all this, Kalaki District is struggling to do it amidst limited resources. At the district, staff have a few cars and motorcycles that help them to reach the grassroots. Kalaki District is gifted with young and selfless officers who are there to serve humanity. People have been tasked to sensitize the public whenever they see people gathered – telling them the dangers of covid-19.

You know people tend to forget easily. But we are doing massive education bearing in mind that, it’s a young district that has no resources to facilitate ventures like movement. Some officials have to share but remember sharing is not allowed.

I want to thank the newly posted District Police Commander Jackson Bogere. Bogere and his police officers on many instances have been moving either on foot or by his patrol car with trumpets telling the public all the benefits of observing SOPs – Standard Operating Procedures.

“Police is here not to arrest people but to educate them,” Bogere told the District Covid-19 on Monday. On Monday, I witnessed police officers move both on foot and in their patrol cars with trumpets telling people to wear their masks, wash hands and keep their distance from one another so as to fight this disease. And it’s out of this, that the district is getting to know the dangers of Covid-19 and now the community is coming up reporting cases within their villages.

There is a lot that other districts countrywide can learn, unlearn and relearn from Kalaki as a new district. Politicians, the technical team, and the public at large know that Covid-19 can hamper their economic and social status if it goes unchecked.

Note, in all this, much as Covid-19 cases are rising, Kalaki has had only two cases of death since. Though the rate of death registered is lower, nobody in Kalaki wants Covid-19 to ravage the area. And this explains why almost every sane person is doing the sensitization work in the district.

People in Kalaki do not want the effects that have come with Covid-19 such as; the closure of schools, markets, and worship centres to continue. In fact, they want those places to be opened and that is why there are keenly following the issues of covid-19.

Leaders are carrying out door-door sensitization, which has brought a lot of sanity to the area as people now know their mandate – even to least person in the village is aware. Locals in Kalaki are only praying that the vaccine rollout should continue.

Ugandans should know that the vaccine rollout countrywide is poor since it has systematically targeted people at the highest risk from Covid-10. Medical people, older, teachers, and the security and some whose health conditions make them more vulnerable are the ones who are being vaccinated. The moment vaccination will be there for everyone, people in Kalaki are waiting for it since it will lower the risk of getting covid-19.

Gen. M7 Reveals Why Gen. Lokech Was Named ‘Lion of Mogadishu’

The commander in chief Gen. YK Tibuhaburwa Museveni has come out to explain how the late Deputy IGP Gen. Paul Lokech came to be named ‘The Lion of Mogadishu’
In his full eulogy regarding the late General who joined the UPDF in 1987 as an informer while still in school, Museveni describes Lokech as a fierce fighter who not only helped bring peace in Uganda and Somalia but also proved to be an efficient officer in fighting crime. Hereunder is his FULL SPEECH.

Read on

Major-General Lokech joined the Army in 1987. On checking the records, I have found that, as a student at Comboni Secondary School, he had started supporting the Army in its operations by providing information about the Lakwena – LRA rebels and terrorists. He trained at Kaweweta in the 1980s as an ordinary soldier, having started working with the Army as a volunteer in 1987. He was then, commissioned as 2nd Lt.

I, personally, as Commander-in-Chief, either heard of or worked closely with Lokech three times, where he did meritorious service. On one occasion, I was in Gulu with the anti-LRA operations. I was informed that there was a Commander that routinely fought through LRA ambushes in the area between Atanga and Acholibur. Second time, I heard of Lokech was when he was Contingent Commander in Somalia. The UPDF, under his command, made a historic contribution to peace in Africa when they defeated Al-Shabaab in Mogadishu. Remember that we had gone to Mogadishu not to fight but simply do peace-keeping by guarding the Sea-Port, Air-port and State House.

It is the bankruptcy of Al-Shabaab that forced us to go on the offensive and flush out the terrorists out of the areas of: Wanaha Road, Red Mosque, Bakara market, Mogadishu stadium, Mogadishu University, etc.

Lokech and his colleagues were ready for the job. That is how Lokech, apparently, got the praise name (ekikubyo) of the ─ “Lion of Mogadishu”. I was not aware of that until after his death. However, what I was aware of was that Lokech was one of the good Commanders that had performed well in the battles against Al-Shabaab in Somalia. Indeed, the President of Somalia, H.E. Mohamed Abdullahi Farmaajo rang me on the 22nd of August, 2021, to express the condolences of the Somali people to his family and to the Ugandans.

Yoweri Museveni

The third time, was, recently, when I appointed him as Deputy Inspector General of Police. Since the criminals, encouraged by bankrupt elements, had launched a terrorist campaign against innocent Ugandans, the bankrupt cowards, fearing to fight the Army, they were now targeting soft-targets: women, Moslem Sheikhs, lawyers, like Kagezi (prosecutor), etc.

Having studied the situation, I decided on 12 measures of fighting crime which I announced in my Speech to Parliament on the 20th of June, 2018. One of those measures was the installation of the cameras. These cameras, make the work of fighting insecurity very easy. However, that is on condition that there are serious commanders and operators that are available for 24 hours a day, seven days a week, to use the cameras. Until Lokech went to the Police, that was, apparently, not the case. Camera monitoring personnel would be playing cards (matatu), on social-media, etc.

That is how crime would not be easily detected in spite of the presence of the cameras and other investigative means. The short time Lokech was in the Police, that all changed. Whenever there are security threats, I always get involved directly. With Lokech, it was so easy because I found an eager student in this policing job, that was new to him. What is crucial is the attitude of care for the people and the country.

That is how, in the case of Gen. Katumba, we succeeded. Although the criminals used their shallow tactics of covering their heads, on account of Lokech’s concentration, together with some of his colleagues like Ddamulira, some of the criminals were clearly identified and they went for them. Arresting some, led to the identification of the others. This was a shock to the ADF because they had got used to the uncaring actors that would not dig deep even when the clues were abundant. That is why, apparently, the ADF were now targeting Lokech as a person. Why was he a serious patriot and an effective actor? They prefer non-effective actors.

The ADF had, apparently, sent a suicide bomber there in Pader to kill mourners. Fortunately, the main actor was arrested with his materials for making IEDs (Improvised Explosive Devices). The Plans and Orders for killing our people are coming from the terrorists in Eastern Congo. We are continuing to discuss with H.E. Tshisekedi about eliminating that cancer. I will also discuss with the representatives of the 5 Permanent Members of the Security Council because I hear that they are the ones that control MONUSCO in Eastern Congo. It is not correct for MONUSCO to co-exist with the terrorists in Eastern Congo that continue to massacre Congolese and, then, disturb us the neighbours. The terrorists that, eventually, attacked our brothers in Mozambique, were, for long period, preparing themselves in Eastern Congo. Our forces are ready to contribute to the punishment of these parasites. We just need the concurrence of Congo Government.

When I checked the records, I found that Lokech was, apparently, involved in the extraction of our forces from Bafwasende in Congo, a distance of 700 kms through bad roads of that area in the Congo Forest.

I have not heard that Lokech was involved in selling Army fuel which, sometimes, is a mistake that ruins the contribution of brave commanders. You cannot say that you are a brave Commander but you sell Army fuel. How will the Army fight in modern war without fuel? It is bravery in nullity. You cannot be brave and corrupt because corruption will lead to our defeat by lacking what to use because it has been sold by our “brave” commander.

Given his exemplary contribution for the last 30years and given the fact that he had done all the Leadership Courses up to NDC (National Defence College- South Africa) in 2010 and given that I have never heard reports of corruption about him, I hereby, using the authority given to the President by Articles 98 and 99 of the 1995 Constitution of Uganda, promote Major General Paul Lokech, Posthumously, to the rank of Lieutenant – General. I have heard some civilians getting out of their Lubimbi (Katara- area of responsibility) proposing that he be promoted to full General. I would like to educate our citizens that Army is like the church which the civilians know more about. You cannot appoint a Reverend a Bishop unless there is a Diocese that needs a Bishop, even if the Reverend is very good.

The ranks go with the levels of training, which Lokech had achieved; performance, where Lokech has excelled; and also size of responsibility. Having been, lately, Deputy Inspector General of Police, the rank of Lieutenant -General is the appropriate one.

Some of the criminals that have been cutting people in the area of Masaka have been arrested with exhibits and some of those who have been sending them have been identified. All the killers will be held accountable. “Whatever a man sows, that is what he reaps” Galatians 6:7. “Burimuntu wena ekyabiba, nikyo agyesha”

Lokech’s death was untimely and totally accidental. Having fallen from a chair and fracturing the smaller bone known as Fibula, he developed clots that killed him. I was almost blaming the doctors by wondering why they did not predict this because, apparently, clots are common with fractures. The Doctors I asked, however, pointed out that Lokech had sustained both a fracture and also an open wound. The anti-coagulation (anti-clotting) medicines make the blood light and, with wounds, it can lead to excessive bleeding. The doctors need to sensitize all of us. What should be done if you have both a fracture and a wound?

Lokech did his part in an exemplary way. May His Soul Rest in Eternal Peace. We shall give all necessary support to his family.

Gen. Paul Lokech: A Fierce Fighter Who Used Human Pupu To Spy, End Kony War

The commander in chief Gen. Yoweri Museveni has embarked on a fresh search for a suitable officer to fit in the shoes of fallen Gen. Paul Lokech.
In Lokech, Museveni is said to have had a fighter so daring that he even secured himself a nick name ‘The Lion of Mogadishu’

WHY LOKECH?
We established that yesterday there was a meeting at the NRM headquarters chaired by the deputy SG Rose Namayanja Nsereko. In the meeting, Lokech was highly eulogized and was finally described as a man of high intellect and professional acumen.

In that yesterday meeting, a flash back into his activities in the field was done. It is here that the memories of LRA insurgency came up and how the army finally dealt a big blow to the monster rebels led by Ladit Joseph Kony.
It so happened that at the height of the fighting, the UPDF reached a point when rebels made routine surprise attacks. They would later flee into Sudan.

“It was later decided that in order to cripple the efforts of the LRA, the UPDF needed to attack the insurgents at their bases in Sudan” an inspector said in respect of the meeting yesterday.
Gen. Lokech was henceforth assigned to lead the intelligence gathering team in that operation.
This hitherto pencil-thin and dark-skinned officer it was observed; would risk his life and moved several miles inside enemy territory hunting for a unique weapon from the rebels called human PUPU!

Kony

“He would go as deep as 10miles away from the defense lines hunting for human pupu” an inspector said.
Thanks to his great intellect, Lokech not only stopped at spotting this human pupu but also went ahead to carry out a postmortem analysis of sorts on the pupu to ascertain whether it was fresh or for some days back. In so doing, Lokech would be in position to tell whether there had been any form of human (read rebel) activity in the location under review in the recent days. This would determine the next course of action by the army depending on Intel he gave.

“Lokech was such an intelligent man. He liked his work and always liked improvising in order to deliver results” an inspector at the NRM headquarters said after the yesterday meeting.
Such a narrative from the ruling party headquarters shows how the fallen officer was really like an ambilical code to Museveni as far as bringing peace to the north was concerned. No wonder, he posted him to that sensitive position as Deputy Inspector General of Police.

BUILDING BRIDGES DEAL

And yet, more details suggested that in forming his current government, Museveni had many strategic calculations.
Besides appeasing regions like Acholi that voted for him during elections, he also according to our Inspectors had the issue of transition in mind.

Apparently, the continued insistance by some political players to biseech the International Criminal Court to investigate and prosecute those behind alleged attrocities committed during the LRA insurgency was something that Museveni didn’t take lightly. It should be recalled that area politicians like Regan Okumu sometime back issued a list of people allegedly killed by the army during the war. This list went unchallenged and it is feared that the same list alongside many others penned by other players would resurface in future. However, the president didn’t want to go into such but instead, wanted to indicate to the Acholis that he meant well for them.

By appointing many of their sons and daughters to government, sources said the president was looking at a situation where the opposition propaganda in respect of the war could be diluted.
He therefore, embarked on a strategy to find cadres and placed them in lucrative positions so that these could act as his ambassadors in case the opposition maintains their stance against his government in future especially if he chooses to leave power.

“The appointments have a strategic purpose in them. He wants to mend fences with those regions because all along, they thought he didn’t like them. They have remained on opposition and they can easily be used to discredit his legacy. You have heard about incidents in Mukura (Teso), Acholi Bur etc. These don’t bring hope to the people and some may still want to pursue them. The best way to deal with it was to bring those people closer and forge a way forward together” says an inspector.

It was reported that for the president to agree to appoint a chief justice, deputy inspector general of police and speaker of Parliament from one sub-region (Acholi), it was a strategic move to cleanse his name of any negative opposition propaganda.
“Now, if the Okumus continue with their stance, there will be other people (from the same area) big enough to defend the government. They will not have the guts to pin it yet they too; have been part of it. A war is war and many things happen. But after the war, wounds must be healed and there must be political goodwill. Therefore, he wanted to forge a new story with those affected regions” an inspector says.

The president on top of appointing many Acholis to government, he went ahead and appointed another Acholi Richard Todwong as the secretary general of the ruling party and so is his Principal Private Secretary.
In the neighboring Lango sub-region, he also appointed many to cabinet. Lango; just like Acholi and Teso suffered LRA insurgency and many people were butchered. Not only did he pick more people from Lango and Acholi, but also went to neighbouring Teso sub-region and appointed many to top government positions. He gave them the position of Vice President, Deputy Speaker of Parliament, Deputy CDF, Deputy IGG and deputy CLF in addition to several cabinet posts.

Yoweri Museveni

“This shows that he was looking at a strategic calculation. When one looks at the events in Sudan where former president Bashir was surrendered to ICC, it shows that one has to show goodwill when a matter is raised. Bashir failed in this art when voices came up pinning his army on Darfur. Therefore, whether it’s propaganda or not, it taints his image in the eyes of those affected by LRA war unless he showed signs of mending fences” an inspector added.

MORE ABOUT LOKECH

We were informed that for Maj. Gen. Lokech to have been posted as DIGP, it served two purposes. One to try to pacify Acholi and also to mobilize for the government which Acholis were still blaming on having neglected them. All along Acholis had only one cabinet minister Eng. Hillary Onek and a few state ministers like Okello Oryem, Beatrice Anywar and Todwong as deputy NRM SG.

Kyanda

However, other military analysts suggest that Lokech scooped that job simply because of his ability to perform but not because he was an Acholi.
“Lokech was a smart and capable officer. It’s is going to be difficult for CiC to find someone who’s equal to the task like Lokech. The idea that he appointed him because he was an Acholi isn’t true. Museveni gives jobs to an individual not tribe. You must be capable” says a top military inspector who refused to be disclosed.

The source added that looking at officers around Acholi, many are available at the rank of Brigadier and can easily be promoted to Maj. General but are not up to the task.
“One can look at officers like Ogik or Otto. These are good officers but Lokech was in his own level. Maybe, Brigadier Tolit. CiC needs someone who is equal to the task” the sources added.

Brigadier Otto is also a fierce fighter who has been in the jungles of Congo, CAR hunting for LRA boss Kony.
“They (Acholis) have lost it (DIGP job)” the source prophesied.
Other sources said the officer who can easily match Lokech’s capability is Maj. Gen. Leopold Kyanda currently the Joint Chief of Staff (JCOS). However, looking at the position he holds in the army, Kyanda’s posting as DIGP would be a demotion unless he is posted as a full Inspector General of Police.

“JCOS position is bigger than DIGP. Maybe if he is posted as IGP. But Ochola is still around since his contract is almost new” an inspector said.
Kyanda has all along been around the corridor to head police and at one time had been tipped to replace former IGP Kale Kayihura.

Otto Requires Mato-Oput Cleansing

By Professor Morris Ogenga Latigo

Just a little careful look at the tenses and punctuations in this write up,arouses suspicion. In my analysis, this was a hurried piece that was draughted in the twilight of the Generals demise, defying the notion that, its an extract from a stanza of a carefully written book,to be published. This makes, no amount of sanitizing, alter the recklessness, timing and insensitivity that it has already created.

That said, Odonga is entitled to free speech and expression of his feelings, however, his profane accusation of a dead person, who can not defend himself, is abhorrent and can not go unchallenged.

General Lokech is no doubt, a hard working individual who grew up the rank by expression of courage in the battle field and humility in service.

From the description of his teacher, who happened to be my father,he was a descent boy then, and a descent, but more carefully worded man when he met him later as deputy IGP. Most of his contemporaries, describe him to have no time for injustice ,corruption, mediocrity and dishonesty.

Having taken on the role of IGP, his job description was clear;to preside those who managed law and order on a daily basis. He would then do this without masking the above attributes.

If law and order is to be managed with equity, and every member of the society is to live in tranquility, criminals will be rubbed the wrong way.

RIP Gen. Lokech

Gen Paul Lokech did not only envision that criminals should to be handled with a firm grip but, being a son of the soil,he had also noticed that there are some politicians, even in his own area who were living a life above the law and trampling on the people they led, with impunity.

In his legacy,in my opinion,Gen Lokech was trying to pacify his own region from these actions

Hon Odonga was such,an alleged criminal, who had used politics, for longtime to practice life above the law. He was alleged to have, among other crimes, intentionally knocked a packed vehicle of a business man,at another occasion, assaulted a journalist and walked away with it. All these cases were lying cold in the police stations.
It’s common knowledge that when you have a cold case in the police and you continue to commit others, all your cases can resurrect and can be revisited within the law. The notion that Odonga had allegedly committed one case early in his life, does not make the case obsolete. After all, he had been told by the fearful police officers at that time to settle with the victim out of police, but as belligerent as he always was, just ignored this poor journalist with impunity.

Lokech being a man of action and trying to pacify his own region from these impunity of the local politicians was trying to create order and show these small gods that being a politician was not a green card to trample on your subordinates and go away with it.

The reason why Odonga would describe a prolonged odyssey in his otherwise simple alleged criminal cases, is because he was not a good citizen. Good citizens do not hide in the bushes, evading the law, they face it, head on.Law enforcement all around the world react with different precision, if an alleged criminal do the following;evade arrest, wasting police time, verbally or physically attack law enforcement officers, fails to take orders of law enforcement officers or kill a law enforcement officer on duty. When you do the above, you will be treated as a special suspect with caution and precision. All eyes will be on you. This is the practice you have seen every where around the world. So Odonga Otto should know this.

It still surprises me that Hon Odonga, who is a legislator describes his evasion from the law with pride. No one will wonder why he would be treated the way he was, beacause he contemplated and premeditated his evasion of the law with intent to either humiliate law enforcement officers or the law.

Fortunately he does not assert that the law enforcement agencies physically tortured him,he even narrates how kind they were to him all along his trips, yet he contradicts himself by saying that these orders came from the Deputy IGP.

Hon Odonga must know that his case was not the only case that that Gen Lokech handled with a firm hand.

I have been told of how the RDC of Lamwo, was hunted by these alleged Lokech’s people like a chicken thief, for almost two months. His escorts arrested and would only settle when he reported to the authorities and solved the problem at hand.I was even told he Lokech had tough exchanges with the Hon Hillary not to shield the RDC from arrest.

Odonga Otto

This astute actions, were good in my opinion, in providing coup de grace to the political leaders who were raiding life like they were demi gods.

That aside, his actions all around the country was evident, with a process by process approach to criminals else where in the country side, while concomitantly engaging the public with regular and meticulous press conferences. In Kampala, for example, the confidence levels of the public, towards the police had improved.

Hon Odonga, should not make his case sound unique and play victim. He is himself, was a person who had used his office of MP to plunge impunity on those below him. There are even recorded messages of some of his own aids, complaining about his own mistreatments. Therefore, even if the General errored in his short but result oriented reign,in the the process of handling his tasks, every one has their own skeletons in the closet.

Lastly,If Odonga, really believes that the law enforcement officers handled him out of the confines of the law, under the instruction of Gen Lokech, why didn’t he take them to court. He is himself a lawyer,as I hear.

For now let him give us time to mourn the good General,as I implore the elders to carefully look at his outbursts. In my opinion it borders sacrilege and may need traditional interpretation and intervention, according to the Acholi culture.

Excitement As Afghan Refugees Jet In

The ministry of foreign affairs has confirmed partial arrival of Afghan refugees considered to be at high risk.
The arrival follows a deal struck between US and Uganda government to host about 2000 Afghan refugees after the Taliban ousted government that side.

The news of the arrival of the first batch totaling 51 nationals has been communicated by the ministry in a statement issued this morning. The ministry says more Afghans are soon touching base at Entebbe.

The refugees arrived on a private jet and these included women, men and kids.
“These underwent the necessary security screening as well as the mandatory Covid testing and the required quarantine procedures” it says.

Sadly though, whereas it had been arranged that some Ugandans would arrive on the same jet, these were unable to make. We understood that accessing the airport in the Kabul is a big gamble for now, the reason they had planned to come along with this batch.

However, Government says arrangements are being made to bring Ugandans stuck in Afghanistan in the subsequent flights.
“Uganda and US enjoy long standing cordial bilateral relations which are historic in nature and continue to pursue common interests for mutual benefit of both countries” the ministry headed by Gen. Abubakar Odongo Jeje says.
However, news that some refugees especially students are heading to neighbouring Rwanda to further their studies has left some men in Uganda heartbroken.

“I feel like going to Rwanda and do mu business there” says one Kenny upon hearing reports on BBC that some were to be taken to Rwanda for studies.

Others in different parts of the country have received the news with similar excitement an indication that the refugees are warmly welcomed according to our Field Inspectors (FIP).

What Gen. Lokech Told MP Otto In A Secret Meeting At Bweyogerere

Before he died, afande Paul Lokech held a meeting. It took place at a hotel identified as Jokas located around Bweyogerere; Wakiso district. It was part of his efforts to find out the root cause of his biff with then MP Odonga Otto so as to make peace with him if possible.

The meeting was attended by three men including Lokech, Otto and another (now retired) military officer/former MP for Burahya county identified as Steven Basaliza a.k.a Omuduumizi. Afande Basaliza was reported to be a close pal to both Otto and the late Lokech and that Lokech; prompted him to initiate a meeting so as to iron out their alleged feud.
To Lokech according to what we gathered, his biff with Otto was an ‘imaginery’ one but went an extra mile to know it’s cause. Hence, the reason he sought the help of his friend to try and mediate the two and also try to find out why Otto was bitter with him.

“This is an imaginary conflict not a real one” sources quoted Lokech as saying in the meeting.
It was observed that the duo was biffing for show of supremacy and ideological differences.
On one hand was a senior in the military (Lokech) and another in parliament (read Otto).

“Basaliza was close to the two. The mediation process was initiated by Lokech and it ended well. I think the recent elections could have resurrected the old wound or scar. However, by all standards, Lokech was a professional, a polished officer and a gentleman. It’s unfortunate for hon. Otto to raise issues upon death. You can only forgive one who is alive but not dead” an inspector knowledgeable on the said mediation process revealed to this news site.
Otto over the weekend penned a missive which he circulated on social media detailing how his biff with Lokech escalated during polls and blamed him for his loss of his MP seat. Otto lost the seat to Lokech’s alleged adopted son but Otto emphatically puts it that this was Lokech’s biological son. The controversial former MP summed up his missive saying he had forgiven Lokech. This came after news of his demise came up.

Steven Basaliza

A LONG STANDING BIFF

Otto and Lokech’s alleged biff started way back when Lokech was still a Major in the army while Otto was a first timer in parliament. This was around 2004. At this time, LRA chief Joseph Kony and his men were very active and Lokech was among those at the center of fighting against the rebels. On the other hand, Otto was a politician and by far an opposition activist.
Therefore, these were ideologically reading on different political blackboards. And yet, according to our Inspectors, peace and assistance to the suffering people were badly needed.

As such, insiders revealed many people formed NGOs purporting to be helping the suffering people. Among those running some of these NGOs included an alleged close relative of Otto. As such government kept monitoring their operations. It happened that some of them whenever they received donations from abroad in form of wears etc to give to the people, some of the donations ended up in Kampala’s Owino market. It was only natural that such reports could reach commanders and some of them included Lokech who would intervene on behalf of his suffering people.

“Otto is just dishonest. The donations from Acholi in the diaspora through NGO ended up in Owino second hand section and shops. A very nasty situation back home but someone chose to benefit from it. The records are there and very clear on who ran those NGOs” inspectors revealed.

OTTO MISSIVE CAUSES STIR AMONG ACHOLIS

Meanwhile, Otto’s act of forgiveness towards Lokech has raised eyebrows among his tribesmen. Whereas others have welcomed it, it has come to our attention that Acholi senior elders are not taking it lightly opining that the former Aruu north MP is simply jubilating over Lokech death.

“This message by Otto before Lokech is even buried is a celebration of his death. The missive is a sharing of a genuine sentiment an instinctive defense of himself or appeal for sympathy as the by-election for Aruu looms” opined a senior elder.
Another one opined that ‘only the enemy smiles at these times. Extremely sad.’
“Otto is just being a dishonest man. A big beneficiary of the many years of the troubles in Acholi” another one shot.
As for parliament’s director corporate affairs Chris Obore, ‘quarreling with the dead is insanity. Anyone without a graveyard in their family should mock the dead. Think about your own dead ones’

“In my culture, we can only say Otto is dancing in the grave of Lokech in broad daylight” opined another elder.
More verbal artillery against Otto following his missive against Lokech suggested that he gets more jabs than kudos.
“Is that how it’s done? But enumerating all those accusations when Lokech is not there to respond? And so insensitive about the family and friends who were badly hurt? Is that forgiveness? What stopped him from shooting off his mouth while Gen. Lokech was alive?” Another elder ranted.

Many accused Otto of having gone against the African tradition which calls for respect of the dead.
We are told when Otto and Lokech finally met despite their ideological differences politically, their feud was settled and agreed to move together until it resurrected in the recent elections.

“I think their matter was LRA and remember at that time, LRA was at its maximum yet Otto and Lokech were of opposite ideology. But it was settled and they agreed to move together” the sources added. Indeed Otto in his missive, tries to say that at one point, Lokech tried to secure him a job from the president working with then deputy speaker Jacob Oulanyah the moment he lost elections.

“A bold brave fighter, Lokech helped pacify Acholi land. I have had a lot of interpersonal contacts with him and good memories. Firstly, I am grateful he helped save my life at one time. Him and Oulanyah muted a plan to talk to the president and get me some work saying I cannot be wasted in defeat. I remain grateful to this offer but I reluctantly didn’t take it” he said.
According to Otto’s narrative, it is clear that their relationship were ruined by recent elections. Otto even claims he was badly treated, arrested and prosecuted because he was pursuing Lokech’s son in court yet he was warned against this.
“You better leave Lokech’s son if you want to be free. You can contest another time. Leave the election petition” Otto said adding that

“Senior Acholi leaders including the CJ Dollo, DS Oulanyah, Rwot Achana and Gen. Otema and we’ll intentioned ACHOLIS pleaded with Lokech to let go of me but all in vain. God is not a sleeping God. I thought of publishing this so that I release Paul Lokech from my heart. Forgiveness is the part of the strong and I am better placed to do it now” Otto said after unleashing a hot story of his standoff with the late during last elections.
It should be recalled that during the LRA insurgency, government accused some of the area politicians of being sympathetic to the rebels. Most of the opposition MPs were alleged to be against government intervention to stop the war. Lokech died of blood clot and he is to be buried on Friday in Pader. Watch out for more details!

Covid-19 jab killed my husband– Gen. Pecos Kutesa’s Wife

Fallen National Resistance Army (NRA) war veteran Gen. Pecos Kutesa, 65, succumbed to complications caused by the covid-19 vaccine, his wife has revealed.

Dora Kutesa revealed the shocking news while eulogizing her deceased husband who was buried at Lyakajula Village in lyantonde district on Sunday.
Addressing mourners, Kutesa’s wife said that she had advised her husband against taking the covid-19 vaccine because he was on immunity-suppressing treatment following his liver transplant in 2009.

“We always got the drugs from India to suppress his immunity because we had been advised that a strong immunity would make his body reject the liver,” Dora narrated.
She noted however that at the height of the recent second wave of the covid-19 pandemic in Uganda, Gen. Kutesa opted to take the vaccine so as to protect himself against the deadly disease.

His wife however was against his decision, well aware of his underlying condition. He however told me to consult his surgeon in India, who opined that the jab would not be very dangerous since he had seen many cases with Kutesa’s condition take it without any serious complications.

Kutesa thus took the jab. Dora revealed that her fears were confirmed when after taking the jab, Kutesa instantly fell ill, with his health deteriorating while he was at the burial of Gen. Katumba Wamala’s daughter.
“While there he noticed that his eyes had turned yellow and when he told me I instantly knew that the jab had strengthened his immunity and as such the body was reacting by rejecting his liver,” she said.

The General was flown to Nairobi for treatment but doctors referred them to India where he died while awaiting a fresh liver donation with the old one donated by his wife having failed totally.
The late Kutesa began his military career in 1976 when he joined FRONASA, one of the military groups formed to fight the late President Idi Amin Dada.

He was trained at Munduli Military Academy in Tanzania and after the fall of Amin, he was sent to Nakasongola Military Training School. In 1981, Kutesa deserted the army and joined Museveni’s National Resistance Army (NRA) rebels fighting to remove Milton Obote. Kutesa is survived by a wife and six children. He is among the few officers who have written books to detail their war bush war experiences.

SC Villa elections: 4 reasons Why Sseggona’s victory is a question of When, not if

It is barely four days until the much-awaited SC Villa presidential election. Following the exit of Eng. Ben Misagga and Joseph Kizito from the race, city lawyer Medard Lubega Sseggona Akalyamaggwa is left to tussle it with legendary marketer and SC Villa diehard, Dennis Mbidde Ssebugwawo. Reports from Villa Park however indicate that if nothing changes within the remaining days, then National Unity Platform’s (NUP) Busiro East MP Sseggona will be named Villa President on Saturday, August 28, 2021.
Evidence of Sseggona’s looming victory manifested last week when a snap opinion poll put him at a distant 81% against rival Mbidde’s miserly 19%. In this edition of the Inspector Special Report, we delve into the reasons that have placed Sseggona in such a good stead to trounce the man who has been grounded at Uganda’s most successful club for so long now.

MISAGGA, JOSEPH KIZITO WITHDRAWAL
Without doubt, Eng. Ben Immanuel Misagga Mbazzi Muguluma Nkalitezaala is one of SC Villa’s most enduring supporters. He rose from being a Villa National Fans Coordinator to steering the club to its most successful stint in the modern era ever since the club fell from the glorious days of its founder Patrick Kawoya and later his apprentices including Franco Kapo Mugabe and legendary secretary Edward Luyimbaazi. Misagga, like some of his predecessors including Omar Mandela, suffered an acrimonious exit from Villa Park at the end of his tenure. However, his unwavering love for the club had seen him try to seek another stint at its helm.

Sseggona poses with diehard fans after his manifesto launch

He was however disqualified by the FUFA constitution that barred him from contesting since he is already designated as president for Big League side, Nyamityobora FC.
Club insiders intimated to us that Misagga’s loss in this race is now Sseggona’s win as the former president is widely thought to be the only man who would have given Sseggona a run for his money. “Fans pushed him out badly but over time he was vindicated because the club got even worse and struggled much following his exit. They got to learn that he wasn’t entirely to blame for the club’s troubles at the tail end of his presidency,” a source said. Sseggona’s bid was also boosted by the withdrawal of coolheaded Joseph Kizito. The man known for his excellent technical knowledge of football has since joined Sseggona’s camp thus crossing with a huge support base for the legislator.

ENVIABLE, ACTION-LADEN MANIFESTO
On Monday August 23, 2021, Sseggona launched a manifesto detailing his plans for villa. The manifesto is based on 7 pillars touching mobilizing fans, improving the club’s teams, its brand, and building infrastructure including a stadium and training facilities. To any football lover in Uganda, the manifesto, much as it is ambitious, is achievable. This is especially when one considers that through excellent organization, Vipers SC built its own stadium while this also applies to smaller clubs like Kyetume FC. This manifesto will be driven by a very strong 9-man executive committee which Sseggona unveiled recently. Made up of credible professionals, this largely corporate team includes: Joseph Kizito, Baker Mugaino and Norbert Kazibwe (Vice Presidents). Others are: ICT Ministry’s Principal ICT Officer Joseph Zirimenya, X3 Corporate Image MD, Emmanuel Mugarura, IT Consultant Brian Lwetutte, Uganda insurers association CEO Paul Kavuma, Kazo County MP Dan Atwijukire, MD Sheebah Establishments Mariam Jumba, Samuel Gabula Nadiope and Sim Katende.
Sources say this team has already hit the ground going, especially in terms of sourcing players for the team. Already, this executive pooled over Shs200m which has seen Villa beat KCCA to the signature of U-20 stars Isma Mugulusi, Davis Mugabi, Kenneth Semakula, and U-17 star Abdul Wahid from Onduparaka. They have also acquired Oscar Mawa from KCCA. Considering that these are players for the future, it tells so much into the legislator’s plan for the club. It is such organization that has made fans warm up to a Sseggona presidency for he is bringing something that fans have been yearning for for long. In Sseggona’s plan, the club will emulate rivals KCCA and Vipers that nurtured top class players like Allan Okello and Faruk Miya who then fetched top dollar for their respective clubs.

Dennis Mbidde

MBIDDE’S OWN MISTAKES
If we are to give credit where it is due, then Mbidde is by all means a natural Villa supporter. He has many times stood with the club through thick and thin, offering his sweat and brain to see the club get better. It is not a surprise therefore that he attempted to use this status as his bargaining chip in the quest to become Club president.
It is worth noting that Mbidde’s credentials as a football administrator are not in doubt. For instance, he has run the very successful corporate league and has marketed for top brands in the country. He has also served at FUFA as a member of the executive committee and third Vice President. His name is also imprinted in football activism where, through the Save Our Soccer (SOS) outfit, he is most famed for having teamed up with lawyer Fred Muwema and Aldrine Nsubuga to end the leadership of late FUFA president Denis Obua. But most importantly, Mbidde comes from a strong Villa supporting family. We have learnt that Mbidde’s dad, Mzee Ssebugwawo was a very popular Villa supporter throughout the 1970’s and 80’s while his paternal uncle, Jaggwe, even coached the club. These successfully passed on the villa blood to their son.
This is by far a very rich Villa CV that gives Mbidde all the bragging rights. Unfortunately, however, Mbidde’s experience in Villa should be enough to remind him that these fans suffer the worst form of ‘retrograde amnesia’ in the sporting sense; they never remember or hold onto past memories. This is why they even turned against the club founder Patrick Kawooya once things didn’t swing in their liking. That they also later did it to other diehard supporters and financiers like Chris Mubiru, Misagga and Mandela, shows you that villa supporters only look to the present and future. This seems to be Mbidde’s misfortune because currently the fans believe Sseggona has the best promise for the future and present.
But blaming Mbidde’s woes entirely on Sseggona’s credentials and fans’ forgetfulness is harsh. This is because Mbidde has also committed some errors that have since boomeranged on him.
Apart from branding Sseggona a ‘Villa creeper’ without a footprint in the club’s history and struggles, Mbidde is accused of claiming that First Son Muhoozi Kainerugaba (who is Mbidde’s OB at SMACK), as well as the NRM Party were uncomfortable with the NUP lawyer’s bid for Villa presidency. He reportedly claimed that FUFA President Moses Magogo and Interim Chairman Eng. William Nkemba had been grilled by NRM Chief Whip Thomas Tayebwa on this concern.
Unfortunately, this claim would prove to be a hoax when Magogo vehemently distanced himself from it. He then went further to clarify that he was not behind Mbidde’s candidature as had been earlier thought.
Quoting FIFA and FUFA statutes, Magogo warned the presidential candidates against ever advancing rhetoric that borders on political, racial, religious and any related discriminatory tendencies in this race. On political correctness, some supporters dared Mbidde to explain why, if he is a popular NRM cadre, he stood as an independent in the recent elections. He was also dared to explain why he had not used his connections to Muhoozi to rally him to bail out the club in its most recent struggles. Based on this, some fans even suggested that he rallies behind Sseggona so as to take up the branding and marketing job since his credentials in the field are legendary.

KK/EXPRESS FC FACTOR
Until recently, express FC had also fallen from grace and was even threatened with relegation; just like former strong rivals SC Villa.
However, the club has undergone a rebirth under celebrated city advocate Kiryowa Kiwanuka (KK). Interestingly, many didn’t fancy KK to turn Express around since he was seen as a relatively unknown entity in football administration. However, KK has defied the odds and made Express both domestic and CECAFA champions within no time. Now, with Sseggona having so much in common with KK, many fans believe that he could be holding the lucky Charm to their desired new fortunes.
This is unlike Mbidde who is a marketer and mainstay in football administration both at club and national level.
It remains to be seen who will carry the day on Saturday but all Villa needs is a president who will modernize the club then unite its fans. Fortunately, this is what Sseggona promised at Katikati when he said, “One of the reasons why I’m contesting is to unite Villa, to make a strong bond between the club and the fans.”
