Gen. Museveni On Elites Fighting His UPE Program And Why He Decorated VP Alupo With The Most Prestigious Medal In The Land

President Museveni has noted that even as mass education and getting every adult into the money economy are key to achieving the much-desired socioeconomic transformation, the elite group is fighting government’s free education program.

The Head of State said NRM introduced free education in government schools after realizing that when people are educated, it is much easier to know what to do than when they are not educated. He however, noted that the elite group is against free education leading to many kids missing out on education.

“The school managers who are not supervised properly by their leaders introduced charges and that is how children drop out of school and some of those who drop out are girls” he noted while addressing crowds that attended the International Women’s Day national celebrations at Boma grounds in Katakwi district under the theme “Accelerating Gender Equality Through Women Economic Empowerment”

A tough-talking Museveni vowed that his government is soon introducing a new campaign to enforce free education in schools.

General Museveni gave unpaid for advice to the women’s movement to ensure free education for all in order to set the girl child free from any impediments.

“To consolidate the emancipation of the girl child, you must insist on the free education in government schools. The rich people can take their children to private schools,” he said.

STOP WORKING FOR THE STOMACH ALONE

The Commander-in-Chief added that if we want the whole society including women to move, there’s need to abandon the phenomenon of working only for the stomach. 

He said the NRM program of working for food and income security with ekibaaro is the super bullet that should be implemented.

“Ensure that families get involved in commercial agriculture with ekibaaro, in artisanship and industries, services and ICT. This is the way to empower women and also men.” he counseled amid wild cheers from his voters, adding that though there may be some residual problems of balancing, if the whole society has moved progressively, it is very easy to deal with the challenges of women.

“Once families develop, even this issue of women emancipation will not be there. Women emancipation must be organic not through legislation,” he said.

Museveni noted that there have been success stories of socio-economic transformation in the country, citing in the cattle corridor where the families have moved out of poverty because of commercialisation and industrialisation of the dairy sector. In Kalangala; Jjajja Museveni,  people have moved out of poverty due to the oil palm project while in Bundibugyo people have kicked poverty out of their homes courtesy of cocoa, palm oil and coffee growing.

As for Itesots, Museveni brought smiles on their faces after he  assured them that the his government is going to expand the fruit factory in Soroti so that it is able to buy all their citrus.

“In addition to citrus, I want to encourage fish and dairy farming, then poultry and those who want pigs can go for them also.” The First citizen of the country said.

A very jovial Museveni showered praises on one the Iteso girl children who is also his 2iC, H.E Maj. Jessica Alupo for leading an economic war in Teso and acting as a role model for the girl child.

General Museveni who is also now the chairman of the influential Non-Alligned Movement and G-77+China, assured the nation that his Vice President Alupo has been pivotal in the development of Uganda.

Museveni told the cheerful gathering that Alupo who is also Katakwi district woman MP had excelled in her efforts of empowering women and described her a beacon of dedication. 

Gen. Museveni wore a smiling face as he informed the crowds that the Vice President has been resilient and committed to serving the nation.

So excited he was about her work, that the Head of State bestowed upon an equally jovial Alupo a prestigious medal called Most Excellent Order of the Pearl of Africa, an accolade that is the highest civilian honor in the land. Alupo’s medal now puts her in the same ranks with key great sons of Africa who have been awarded this accolade including former Tanzanian Statesmen Dr. Julius Nyerere, Jakaya Kikwete, Equatorial Guinea president Nguema, Zimbabwean president Emerson Mnangagwa, Ethiopian prime minister Abiy Ahmed among others.

This accolade is a confirmation of what Museveni said of Alupo some time in 2018 in Bugisu as he attended the Hero’s day celebrations. Museveni informed the crowds that Alupo had excelled as a military person especially after she performed miracles during the training. The CiC said Alupo had exhibited discipline throughout the training but most importantly, she passed a very risky part of the training for the women involving walking on the rope. We’re also told a brave Alupo, also carried a ‘dead brigadier’ which in military training means carrying several kilos of stones in a sack and move with them on your back for over 30kms without a rest. 

Museveni noted the importance of recruiting women in the national forces which never used to be the case like in the 1978/79 war against Idi Amin.

“Following the defeat of Idi Amin, the challenge arose when forming a unified army with other groups, as some undermined the role of women within the military. Nevertheless, we affirmed that women were capable marksmen, dispelling any doubts about their abilities.Now you can see all this compound is full of women,” Gen. Museveni observed, adding that;

“When you talk about stability now in Uganda, we have a stronger army, strong national institutions, and a strong political party that can win in the first round with more than 60%,”

UGANDA ON TRACK

On the issue of political leadership, the President said Uganda is one of the few countries that has embraced women in key leadership positions.

President Museveni also signed Memoranda of Understanding (MOUs) aimed at building capacity and supporting women entrepreneurs under the Generating Growth Opportunities and Productivity for Women Enterprises (GROW) project.

At least Shs9 billion GROW funds was also given out to women in business in four districts of Katakwi, Kaabong, Lira and Amuria.

Meanwhile, a jovial Alupo praised President Museveni for his dedicated and strategic leadership that she said has enabled the promotion of women emancipation and empowerment.

“I congratulate you, Your Excellency and all the people of Uganda upon commemorating the International Women’s Day 2024. Your Excellency, this year’s theme resonates very well with the strides the NRM government has made in the inclusivity of women and girls in the development of the country,” H.E Alupo said.

She added that women and girls are the biggest beneficiaries of peace and security ushered in by Museveni.

Alupo noted that access to Education through UPE and USE is the component that has brought the girl children to the limelight and has enabled them to compete favourably with men.

The Vice President also noted that the special development programs put up by the NRM government have enabled women to manage and grow their businesses, thus promoting economic prosperity.

“The NRM government also came up with conducive laws that have enabled women to get protection from abuse.” H.E Alupo said further pledged to the President that as women, they are committed to continue working with the government to socially and economically transform Uganda.

“We do commit to continue extending our support to you in the 2026 elections,” she emphasized amid a thunderous applause from her own voters and the crowds that attended.

During the same event, 53 exemplary Ugandans were awarded for their immense contribution to Uganda. 

The function was also attended by the Chief Justice, His Lordship, Alfonse Owiny-Dollo, the Prime Minister, Rt. Hon. Robinah Nabbanja, the 1st Deputy Prime Minister and Minister of East African Community Affairs, Rt. Hon. Rebecca Kadaga, 3rd Deputy Prime Minister, Rt. Hon. Rukia Nakadama, Ministers, Members of Parliament, members of the Diplomatic Corps, religious and traditional leaders, among other dignitaries.

Coca Cola roots for Economic inclusion of women to boost business in Africa

8 March 2023, Kampala – International Women’s Day highlights the private sector’s crucial role in advancing the economic inclusion of women in Africa.


At Coca-Cola Beverages Africa (CCBA), we use our industry leadership to be part of the solution for positive change on the African continent. Our aim is to create greater shared opportunity for the business and the communities we serve across the value chain.


“We understand that our business can only thrive when the communities we serve thrive too. This is why we have made economic inclusion of women one of the pillars of our sustainability strategy,” says Melkamu Abebe, Managing Director at Coca-Cola Beverages Uganda (CCBU).
Across our value chain, we are working to improve skills and business knowledge for women, which in turn can help give them access to more opportunities.


For example, in Tanzania we have an economic inclusion programme called Mwanamke Shujaa (“A Brave Woman”), which provides training and mentorship to woman food vendors, as well as tools of the trade to enable them to grow their businesses. Training covered key areas like bookkeeping, customer care, stress management and capital growth.


In Ethiopia, female engineering students have joined our “Women in Engineering” trainee programme which will give them development opportunities and exposure to the company’s world-class operations, setting them up for future employment.


Through our partnership in Ghana with Girls in Science and Technology (GIST, CCBA subsidiary Voltic aims to reach women at different levels of education, providing them with the mentorship and coaching they need for a successful and impactful Science, Technology, Engineering and Mathematics (STEM) career.

In South Africa, we have established a bursary fund at the University of Pretoria to support female students from previously disadvantaged backgrounds in their final year of engineering studies.


In Mozambique, a group of women plastic waste collectors completed a 12-week training course in an economic inclusion programme supported by CCBA. These women have since educated their communities about the positive effects of recycling.


“We will continue to focus on creating a better shared future, to grow and sustain small businesses and enhance livelihoods, resulting in increased economic value and business capability for women, communities and our business system, says Abebe.
“We believe this holistic approach, within and outside our organisation, drawing on the ability of everyone to inspire inclusion, is a powerful formula for change.”

Maad McCann Cultivates Creative Talent in Advertising Through Portfolio Reviews

It was all pleasure and thrill as Maad McCann Advertising hosted season 5 of the Iron Sharpens Iron Portfolio Review in honor of 16 years in the industry. Welcoming aspiring Creatives from all corners of the Advertising industry, the event marked a pivotal moment for the mushrooming talent to receive invaluable insights and guidance from the seasoned professionals at the Agency.


From graphic designers, photographers and cinematographers, each portfolio reflected a unique blend of talent, creativity, and ambition. The Maad McCann team precisely examined each submission, offering candid feedback and constructive criticism.
Portfolio Reviews aim to offer real-world advice to budding Creatives and to bridge the gap between academic learning and industry expectations. They take on the “iron sharpens iron” approach, which is a platform for young talent to gain valuable insights that shape their creative journey.


 “Maad McCann recognized the need to foster the next generation of Creatives, and has for 5 seasons now invited hopefuls to submit their portfolios for review,” remarks Peter Kazibwe, Creative Director, adding that the reviews are not just about evaluating work, but also about nurturing talent. According to Mr. Kazibwe, the agency has picked up talent from previous seasons, who currently serve the agency’s list of clients.


This season, participants were tasked to present their portfolios, explaining their academic and work backgrounds, the passion projects therein as well as the rationales behind the executions. They were appraised on presentation skills, work quality and portfolio design.


George Wilsons Baluku, creative designer and last year’s Young Silverback Award winner was among the day’s participants. He’s employed and thrives in environments that foster open communication. He values diverse perspectives and that reflects in his work. He’s grateful for the review because its yet another opportunity to learn.


Lyton Numwagaba graduated with a bachelor’s degree in Industrial and Fine Art from the Margaret Trowell School of Industrial and Fine Arts last year. Today, he is a painter, with fashion design, communication design and logo design projects. Lyton promises says the feedback he received helped him understand the importance of creating impactful visuals that resonate with audiences and he’ll work towards that henceforth.

Mary Immaculate Naddunga is a photographer and creative designer. Her passion project themed Boy child Education captured the sobering reality of the neglected boy child. The photos depicted different boys of school going age taking part in various out-of-school activities during school hours and late in the night.


Joseph Lubega Kiyita is a jerk of all trades. A cinematographer, photographer, graphic designer and budding Public Relations practitioner. While Nanyombi Elizabeth Diana holds a diploma in Motion Graphics and Broadcast Design from Artfield School of Design and works as a creative designer.

“This first-quarter portfolio review marks a significant step forward in Maad McCann’s ongoing commitment to social responsibility to the community and industry,” says Allen Ssempa, Head PR, BTL and Events. “By nurturing future generations of creatives, the 16-year old agency is not only investing in its own talent pipeline but also contributing to the overall growth and vitality of the advertising industry.”

WOMEN’S DAY: Farmers Body Wants Gov’t To Support Women In Labour Technologies

As Uganda joins the rest of the world to celebrate the International Women’s Day tomorrow, farmers enjoined in their Uganda National Farmers Federation have called upon government to always support women especially village farmers in labour saving technologies. The federation thinks this would enable these women reduce on the time they spend on land preparations and on weeding.

This call was made by Ms Prodence Ayebare, the Gender field and policy research manager at Uganda National Farmers Federation during an exclusive interview with this news site.

Ayebare says that government needs to support women in value addition equipments and facilities that are required in capacity building so that they can produce better.

“We call upon Uganda government to support women in labour saving technologies to enable women reduce the time spent on land preparations and on weeding” she noted .

She further urged the development partners to also support women in accessing productive resources, affordable credit and land for production.

“Some village women farmers don’t have access to quality seeds while others don’t have access to good market for their products which has demoralized them” she added.

The Uganda National Farmers  Federation’s vision is to empower farmers for sustainable development with a mission to organize and advocate for farmers favourable policies.

The national women’s Day celebrations will be held in Katakwi district at Booma grounds with a Theme: “Accelerating gender equality through economic empowerment”

Retiring IGP Ochola Praises Mariam Wangadya’s UHRC For It’s Support Towards  Professionalizing Police, Fighting Crime 

The Uganda Human Rights Commission (UHRC) has been cited as one of the key institutions that have helped reshape the image of the police institution.

According to retiring Inspector General of Police Martins Okoth Ochola, the Commission headed by Hajat Fauzat Mariam Wangadya and her team of commissioners, is among those stakeholders including the media that have helped police to make reforms in it’s work through the various recommendations they make.

Other institutions police relied on during his tenure at the helm of this institution include Justice, Law and Order Sector (JLOS), Parliament and the wanainchi.

He says the UHRC and other stakeholders have been on the forefront in making objective observations which he said, helped him fulfill the tasks given to him by the Commander-in-Chief.

“I want to thank the development partners and other several stakeholders in fighting crime that include, among others; JLOS, Parliament, UHRC, media fraternity and all the people of Uganda, for your cooperation and support” he said in a moving speech he made as he handed over leadership of the police after serving for six years as it’s head.

Ochola noted that the police was indeed grateful to the UHRC and other stakeholders for their contribution and continues to value it.

“Thanks for praising us when we needed to be praised and thanks for criticizing us when we needed to be criticized” he said.

He said when he took over leadership of police 6 years ago, the task given to him by the CiC Gen. Yoweri Museveni was to Professionalize and Rebuild the ‘hitherto tainted’ image of the police.

He said anchoring on teamwork, support and guidance from the President and the Ministry of Internal Affairs, the institution has been able to register numerous achievements in policing as well as creating a general atmosphere of calmness, togetherness and a sense of belonging that Ugandans are witnessing today.

Ochola a lawyer and a career policeman, attributed the numerous achievement to working with what he called a wonderful team and dedicated officers, across all ranks. He said these officers gave their best in ensuring that the Institution succeeded in fulfilling its constitutional mandate.

He however, noted that not all challenges facing police could be solved in the six years he was the IGP but the incoming leadership will also build on what he did.

“Therefore, there are other unfinished critical issues that hinder professional policing which the new administration can accomplish. Some are outlined in this handover report. As I step into the next chapter of my life, I carry with me the fond memories of our accomplishments. May the UPF continue to be a beacon of excellence and a force for positive change in the enforcement of law and order. ” he said and wished the incoming leadership success.

He also thanked his family for their understanding and support throughout his service in the Uganda Police Force.

OCHOLA TIME IN POLICE

Ochola joined police on January 2 1988 and rose the ranks to become the IGP. He served as Deputy IGP under sacked Gen. Edward Kale Kayihura, Director Special Duties, Director CID, Deputy Director CID, Commissioner Legal Department, Head complaints desk, Head Prosecution and OC Entebbe Aviation Security. On May 4 2018, Museveni knifed Kayihura and replaced him with Ochola. His contract expired after initial three years but was extended for more three years which expired on Monday March 4 2024. However, before it expired, the man from Japadhola land penned a letter to internal affairs minister Gen. Severino Kahinda Otafiire seeking to retire citing personal and domestic issues that required his personal attention.

ABOUT THE UHRC

The retiring IGP Ochola’s remarks about the Uganda Human Rights Commission are not by surprise. The Commission which boosts of seven commissioners headed by Wangadya has continued to exhibit teamwork spirit as a human rights watchdog in it’s activities across all spheres.

Last month, Wangadya in company of her Commissioners including Simeo Nsubuga, Shifra Lukwago, Chrispin Kaheru, Col. Steven Basaliza, Lamex Omara Apitta and Jacket Atuhaire handed over an investigation report into the welfare of police to the deputy speaker of Parliament Thomas Tayebwa. In that report, the UHRC noted various findings in form of weaknesses which needed to be addressed by the police administration. Some of the weaknesses were to do with shortfalls in operational gears, accommodation, promotions and deployment deffiencies. Wangadya is an accomplished advocate of the Supreme Court and has served in this Commission for decades rising through the ranks to sit on its top. She was also deputy IGG before Gen. Museveni elevated her to head UHRC which however, currently faces budgetary shortfalls in spite of the ever changing human rights terrain which increases demand for the commission’s services.

Gen. Museveni Castigates Current Judicial System As It Negates Truth-Finding And Favors Liars In Courtroom

President Museveni has dug holes into the current judicial system brought by the British, saying it promotes telling of lies in the courtroom so as to avoid possible conviction.

He says unlike in the African jurisprudence where the core principle was truth-finding, the current legal system which we inherited from the colonialists encourages one to hire lawyers to cover up on his or her mistakes in the courtroom.

“The lawyer’s job is to minimize his client’s mistake and maximize his innocence. He is paid to obscure the truth. All attempts to arrive at the truth are thwarted entirely” the Head of State through the Vice President Maj. Jessica Alupo noted sadly.

Alupo had represented Museveni at the opening of the first African Chief Justices’ Summit on Alternative Dispute Resolution themed: “Re-engineering the administration of justice on the African continent” taking place at Mistil Hotel in Kampala. 

He cited his native tribe of Banyankore, which he said had an elaborate process of handling matrimonial issues.

Museveni explained that among the native Banyankore, if a woman had a misunderstanding with her husband and decided to go back to her parents or brothers (Okwangana), there was a process to follow. 

“First of all, her relatives would inquire from her why she had left her husband’s home. After a few days, the husband would come to okugarura–to bring her back. His wife’s family would tell the man to return with four or five people from his family. The two sides, the one of the man and the one of the woman, would then sit down and listen to both sides. The goal of the two sides was to find out the truth” he explained.

The First citizen went on to say that under this Banyankore system, even your own side would turn against you upon discovering that you are a wrong doer.

The president through his 2iC who is also Katakwi district woman MP, explained that if for instance, the woman was in wrong, her own family would turn against her and order her to apologize to her husband. 

“That was one of our principles. It was based on truth rather than just legal battles. We did not cover up the truth” Jjajja Museveni emphasized.

The president said such an example, clearly shows that the Africans did not tolerate impunity but tasked the guilty party to okuhoonga (compensate) for his or her mistake.

Museveni said compensation was basically done in form of goats and cows if the mistake did not include the shading of blood. 

As for murder; Museveni explained, it was paid with blood (okukaraba) and this was done to help in elimination of impunity as the price for such misbehavior was high. 

“African jurisprudence therefore, was committed to establishing harmony. This restoration of peace and harmony were cherished in the African system. Africans viewed disputes as an opportunity for strengthening instead of breaking societies and relationships” he said, adding that the role of the Judiciary  to separate two parties that are fighting in a fair manner so that everybody is satisfied. 

Borrowing the words of Mahatma Gandhi who wrote in his Autobiography, that the true function of a lawyer is to unite parties riven asunder, the modern justice system therefore; has many lessons to learn and replicate from the African concept of justice. 

He said the Traditional conflict resolution techniques such as mediation, adjudication, reconciliation and negotiation, which Africans employed in the past, offered great prospects for peaceful co-existence and harmonious relationships in post-conflict periods.

Museveni said government will support the Judiciary to expand the use of alternative dispute resolution as this would help to rejuvenate the traditional systems of dispute resolution.

The President said Uganda is honoured to host the first Africa Chief Justices’ Summit on Alternative Dispute Resolution and commended the organizers who included Judiciary, the Ministry of Justice and Constitutional Affairs, the University of Pepperdine, International Development Law Organization (IDLO) and the Swedish Embassy for organizing this High Level Summit.

Museveni said the concept of ADR is not new in Africa but it existed in continent before the coming of the European colonizers. 

He said this African Jurisprudence and philosophy of law followed the methods of ADR which include mediation, arbitration reconciliation and negotiation.

“I am happy that our Judiciaries are re-aligning themselves to their African roots. The pre-colonial methods of handling disputes must be studied. They have some positive elements within them that the present legal systems must emulate” he noted.

Gen. Museveni Salutes Judiciary For Embracing Alternative Dispute Resolution Mechanism, Saying It Will Make Case Backlog History

President Museveni is wearing a smile towards the Judiciary for it’s decision to reorient it’s philosophy of administering justice from a colonial setting to a more African way of extending justice to the wanainchi.

He says this is in line with the Constitutions of African countries,which mandates the courts of respective countries to administer justice in a manner that reflects the cultural norms, values and interests of  the people. 

“You cannot administer justice when you are detached from the people you serve” the Head of State said in a speech delivered for him by his Second-in-Command Maj. Jessica Alupo who represented him at the graduation ceremony for the Chief Justice and a line of Judges. These men and women of wigs successfully completed a Masters Programme in Dispute Resolution and a Certificate in International Commercial Arbitration.

The training was offered by the Pepperdine University of California, specifically the Straus Institute of Dispute Resolution.

The President through his very loyal VP conglatulated the judges upon completion of their training, noting the importance of applying alternative means of resolving disputes among people.

He said the Alternative Dispute Resolution (ADR) system encourages and allows constructive dialogue and collaboration among conflicting parties and leads to effective and harmonious resolutions hence promoting lasting peace.

“This has the resultant effect of fostering unity, political stability and socioeconomic development. Promoting Alternative Dispute 

Resolution mechanisms is cost effective and an easier way of disposing cases. Therefore, this means that the problem of backlog which most Judiciaries in Africa  have been suffering with and lamenting about will be a problem of the past” Museveni noted.

The General from Rwakitura added that with this system, the Wanainchi will get justice in time, cheaply and in a more peaceful environment.

Museveni commended the judiciary for advancing the philosophy of resolving disputes through a  people-centred approach, noting that before the advent of colonialism in Africa, our forefathers had developed systems for resolving disputes based on societal values and norms. 

“It was less adversarial and focused on the truth and creating harmony among people. I therefore, congratulate your lordship and your team upon this milestone and wish you success in all your endeavors” he said.

Ex-Speaker Kadaga Tormentor Severino Twinobusingye Drags Kabushenga To Court Over Poisonous Rants About Coffee Deal

Counsel Severino Twinobusingye, a celebrated city lawyer has threatened to sue former New Vision boss Robert Kabushenga over his recent rants on social media about a coffee deal.

Kabushenga recently took to his X handle and published what he called a Coffee Scam Disclosure where he pinned a certain city hunk (names withheld) on having fleeced billions in this alleged scam done at State House.

However, his words have landed him in trouble if what we got from court ever materializes.

Through his lawyers Messrs Mugisha & Co. Advocates, Counsel Severino Twinobusingye has dragged Kabushenga alongside the Artonney General to the Constitutional Court moving under Articles 2(1)(2), 137, 40(2) and 43(1) of the constitution as amended. He also cites Rule 5(1)(d) and 7 of the Judicature among other legal instruments.

The petition filed on February 19 2024 shows that Severino Twinobusingye who’s described as an ardent believer in rule of law and constitutionalism is pursuing Kabushenga and AG in public interest.

“Take notice that Severino Twinobusingye has filed a petition against you in court. Should you fail to file the answer on or before the above date, the petitioner will proceed with the petition which may be determined in your absence” says the court registrar in his letter to Kabushenga.

It should be recalled that Severino Twinobusingye is the man who challenged Parliament’s resolutions demanding ministers to step aside after having been cited in oil bribes scandal. The ministers included former Prime Minister Amama Mbabazi, former foreign affairs minister Sam Kahamba Kutesa and former energy minister Eng. Hillary Obalker Onek. However, Severino Twinobusingye who was an aide to Mbabazi at the time, rushed to court challenging Parliament’s decision. In a landmark ruling, the constitutional court chaired by Justice Steven Kavuma faulted parliament for overstepping it’s mandate and issued a permanent injunction against it not to ever pass such a resolution. Severino Twinobusingye was also awarded the biggest ever court award worth Shs11.8bn payable by parliament. He’s now back to court with a bang against Kabushenga and AG as respondents. Katakwi Farmers To Reap Big As State House, VP Alupo Give Them Miraculous Hybrid Goats

Days of poverty may soon end among Katakwi district farmers after landing a mega manna in form of hybrid goats to improve on their stock.

The highly profitable goats given to the farmers are courtesy of Vice President Maj. Jessica Alupo together with Statehouse under the Poverty Alleviation Program (PAP).

PAP is a government program aimed at reducing the rate of poverty in the country by providing proper access to food, monetary help, and basic essentials to the households and families living below the poverty line.

The programme identifies, trains and supplies rural farmers in a model parishes and equips them with goats, pigs, sheep and SACCOS among others.

We swear, already a total of 49 households especially women farmers received the hybrid goats from the programme in a well attended ceremony graced by Alupo who is also Katakwi district woman legislator, not forgetting Hon. Lydia Balemeezi, the Assistant OC of this program at State House.

The distribution exercise took place at Epel Memorial Technical Institute in Aketa village, Ongongoja sub county, Usuk County in Katakwi district.

Epel Memorial was built in honour of the father to the Vice President George William Epel who was killed by the monstrous Lord’s Resistance Army rebels.

Addressing beneficiaries, Alupo saluted her boss, President Yoweri Kaguta Museveni for the PAP, saying like other poverty alleviation programmes in the country, PAP is helping improve livelihoods of vulnerable Uganda.

She appealed to district authorities especially extension workers at the sub-county and district to closely monitor this project to ensure it achieves the intended goal of poverty eradication among households. 

Meanwhile, RDC Maj. Godfrey Katamba, said the district security team will be monitoring the project and asked the community to own the programme.

Geoffrey Omolo, the District LC5 for Katakwi welcomed the initiative saying, its rare in other places to get such programmes and pledged to give a sharp eye to every beneficiary to ensure proper care of the animals.

On the other hand, Hon. Balemezi, cautioned the beneficiaries against vending the animals, saying these goats are supposed to multiply.  

“We are giving you these hybrid goats to help you change your life in your family and it’s from the president’s office, you should not think of selling these goats”, said Balemezi.

She explained that the programme consists of five pillars which include; Improvement, food security, income generation, value addition and SACCO.

Jennifer Agoro, a widow and one of the beneficiaries said she envisioned poverty running out of their family after getting these hybrid goats.

According to Esther Akello, the monitoring officer in charge of Eastern Uganda 1,000 Goats and sheep have been given to 230 households of Arushakan Parish in Palam Sub County which is comprised of; Aeleyang A, Arushakan, Aeleyang B, and Oramun villages and more will come soon.

Joy As Gov’t Grants Another Seed Secondary School To Katakwi With  VP Alupo Flagging Off Construction Works Amid Wild Cheers!

It was a moment of joy spiced with smiles, laughter and amusement as government through the Ministry of Education granted Katakwi district another Seed Secondary School!

Construction for this school-Okore Seed Secondary School in Kelim village, Okore sub county, Ngariam county was flagged off yesterday by the Vice President Maj. Jessica Alupo.

The project sitting on an 8-acre piece of land offered by Soroti Catholic Diocese, will cost government a total of Sh849m in the first phase.

Under phase one, construction of 4 classroom blocks, staff houses, administration block and pit latrines among other facilities in six months will be done.

Alupo in conjunction with Katakwi district authorities yesterday handed over the construction site to the contractor-Dag Investments Limited in a colorful ceremony which left locals speaking in tongues as if the Holly Spirit had possessed them.

This is the second project to be launched in Katakwi after that of Okulonyo Seed Secondary School, in a space of two weeks by the ‘boots on the ground’ Vice President who is also Katakwi district woman MP, Jessica Alupo! 

She assured the people of Katakwi and Ugandans at large that government is indebted to serving and bringing services to them.

Alupo emphasized that it is now a government policy to continue in a phased way to establish a seed secondary school in every sub county and a primary school in every parish across the country.

Available data reveals that there are presently 1,617 parishes without a public primary school and 350 sub-counties without a secondary school.

She appealed to residents to monitor the construction works to ensure value for money and also thanked the people who turned up in big numbers for the groundbreaking ceremony for getting back to their ancestral land since government has caused peace in the border sub counties and districts.

“I appeal to people willing to work with the Contractor to display good behaviour so that you can earn a living from it and uplift their family income” she said.

Alupo who was welcomed with a thunderous applause from her own voters also appealed to the district council to pass a resolution that prevents people from degrading the environment especially through burning bushes as it kills soil fertility. 

She urged parents to let children go to school now that they have Epel Memorial Institute which is now taking in students.

“We currently have two technical schools one in Usuk county and the other in Ngariam county, Katakwi technical school. Let all children go to school, whether disabled, girl or boy child, so that they can get jobs that can sustain their families,” Alupo appealed, emphasizing that Marriage will be after graduation. 

The woman MP also advised communities to get ready for the planting season. “You should not sit and wait for rains and wake up to plant when not planned. Please plan in advance that’s when you’ll get good yields,” she said and also asked cattle keepers to always take care of their animals to avoid thefts.

Meanwhile, Chairman Geoffrey Omolo asked the contractor to follow the Bills of Quantities and appealed to all stakeholders to do the respective roles while implementing the project. He also appealed to the contractor to deliver good works.

Catholic parish priest shares a word with the Vice President

The RDC Katakwi district Maj. Godfrey Katamba said this financial year Katakwi has got funding for the two seed schools of Okulonyo and Okore seed schools and government through the vice president for extending services to the people.

In another development, Man of God at St. Simon Catholic Parish, Magoro thanked government for partnering with the church to extend services closer to its people.

The groundbreaking ceremony was attended by district authorities, security chiefs of the region and locals.
