Shock As Troubled Top Minister Abandons Family, Hooks New Babe Who Promised To Broker Appointment With Gen. Museveni 

“I AM TIRED OF YOUR WITCHCRAFT MADAM, LET ME GO TO ANOTHER PLACE TO FIND PEACE”

A top minister from Busoga is said to have abandoned his family after hooking a top city babe. The babe unfortunately, has brought down several top men in the land including a top clergy. The Minister in question hails from from Kyabazinga’s land and has in recent days been facing turbulent times over alleged misappropriation of billions of money meant for a mega government program beneficial to wanainchi.

The Minister according to Inspectors, has since abandoned his wife for now a whole year and decided to concentrate on drilling oil and extracting related minerals from his well endowed new speaking oil project. The Minister now claims his wife whom he married in 1992 in a colorful ceremony in Jinja is nothing else but a ‘bad lucked’ woman whose house he cannot enter now, neither can he eat ‘her food’.

GENESIS

This dark-skinned minister in 1992 finally wedded his long time shaft-mate in a colorful ceremony that took place in Jinja. It is reported that at the time, the (now) minister was studying in Iganga SS in S.6 while his project was in form Five at Trinity College-Nabbingo.

The gal’s mother was a Head Teacher at Barkley in Iganga. It was stated that at Barkley, was a lady called Ms Muzaale who worked there but also had a daughter who also went to the same school with the now troubled minister at Iganga SS. It is this gal who used to deliver the minister’s sweet-nothings to the daughter of the Barkley High School Head Teacher. She also acted as the ground softener for the minister to have easy access to the babe’s oil well every time he visited her at Barkley during school  holidays!

“Every holiday, the minister would stealthily visit. As you know, Barkley and Iganga SS are just a stone-throw. So, he would visit like an underwater drone and successfully bombed her oil tank ship like the Houth rebels are doing to the Americans in the Red Sea” explained an inspector.

Eventually, after years of secret love affair, the minister and his hitherto illegal bedmate decided to say ‘I DO’ to each other in 1992. The wedding meetings according to Inspectors were chaired by now Senior Presidential Advisor on Busoga in charge of Poverty Alleviation, Hon. Florence Mutyabule deputized by now RDC Steven Bewaayo who at the time was a bursar at Jinja SS!

Inspectors said all along, their marriage has been a bed of roses and the family grew to a model that most Basoga yearned to attain. From massive political achievements to amassing wealth, the family boosts of a line of fortunes including highly educated kids with the last born now in A’ level.

HORROR STRIKES

Inspectors said the minister not long ago, embarked on a construction site at Naalya. At this same place, was a babe who has since entered the Minister’s blood to the extent that he now sees his former wife as a piece of rag.

We’re told during the construction, this babe who lived near would come to the site and inquired about the owner of the site. The builders didn’t hide anything but revealed full identities of the owner who happened to be a minister. We’re told this speaking project befriended one of the foremen to tip her when the minister visited.

Somehow, the deal worked and when the minister set his eyes on the circulent boobs, come-to-bed eyes and dripping lips, he immediately lost his memory!

At this time, the minister was in the news for a negative reason fighting a very nasty financial scandal involving even many legislators!

“This scandal was a grand opportunity for the babe to enter into the Minister’s blood stream. She said she would help him talk to the President. She said she was connected” explained an inspector.

To prove how serious the discussion was, that the babe allegedly even gave the minister partial details of the cabinet reshuffle. We’re told the babe said she was also being vetted for a position in the Office of the Prime Minister either as the PM herself or anything else! Not done, she also asked the minister if he wanted to be promoted to full cabinet position but the man from Busoga declined saying he was comfortable with what Gen. Museveni had so far given him.

Inspectors said the babe after full engagements with the minister also started revealing matters of the dark world assuring the troubled minister that his hitherto ongoing troubles were actually emanating from his wife.

“If you don’t dump that woman, you’re bound to face many problems. She has bad luck. She caused all this to you” said an inspector privy to the details of the engagements between the two.

Like a wounded lion, Inspectors said when this babe revealed all this to the minister, he immediately went and sold one of the family forests in Busoga. He returned home for what now is said to be his last day at his home.

Speaking in Lusoga, he made just one statement to his Wife!

“Madam, I am tired of you. I am tired of your witchcraft. I am leaving you to go to another place where I will find peace to avoid charms” an inspector quoted the minister as telling his wife.

Since then, the minister is said to have abandoned the home coming to now a full year.

To prove his seriousness, he allegedly spent Christmas Day and New Year in Mombasa with his oil project exploring oil wells from East, West, North, South and Center!

The minister is said to have bought for her a mansion along Entebbe road. Worse still, the Baby Mama was told never to go near her mother in law again or even giving her food for fear of alleged witchcraft. It’s not clear what the family will do but inspectors said, they lack support as the minister with a four-lettered name continues to enjoy his ‘fresh fruits’!

Gen. Museveni Back Home After Holding Talks With Suluhu, Ruto In Zanzibar 

First citizen Gen. Yoweri Kaguta Museveni, has returned home after a one-day official visit to Zanzibar.

The President spent the whole of yesterday in a meeting with Her Excellency, Samia Suluhu Hassan, the President of the United Republic of Tanzania, and His Excellency, William Samoei Ruto, the President of the Republic of Kenya. 

Their discussions centered on the East African Community, particularly fast-tracking the federation, guided by three perspectives: the unity of the communities within the EAC, the economic interests of building a bigger market, and the strategic security that guarantees the stability of the community.

Upon his return, Museveni was warmly received at Entebbe International Airport by his Second-in-Command H.E Maj. Jessica Rose Epel Alupo, the Head of Public Service and Secretary to the Cabinet, Ms. Lucy Nakyobe, the Commander of the UPDF Air Force, Lt. Gen. Charles Okidi, the Director Crime Intelligence, AIGP Christopher Ddamulira and the Deputy Commissioner General of Prisons, Samuel Akena.

Gen. Museveni, VP Alupo Take Up Roles As Founding Chancellor, Deputy Chancellor For Karamoja Peace And Technology University (KAPATU)

President Yoweri Museveni and Vice President Maj. Jessica Alupo have accepted roles bestowed upon them to be the founding Chancellor and founding Deputy Chancellor respectively of the newly founded Karamoja Peace and Technology University (KAPATU).

Museveni was officially appointed to this role on April 29, 2023 by the Catholic Lawyers Society International (CLASI) through their President, Counsel Twinobusingye Severino who is also the Chairperson University Council for KAPATU.

In his acceptance letter, Museveni commended CLASI for bringing such an institution to Karamoja. He promised to “do everything possible to make my small contribution to that effort” Museveni according to Twinobusingye wrote in a letter addressed to him.

Meanwhile, VP Alupo has also accepted her appointment as the Founding Deputy Chancellor for the same university.

In a letter addressed to Counsel Twinobusingye, the country’s No.2  pledged her continued support to the university project.

In another development, The Bishop of Kotido Catholic Diocese Bishop who is also KAPATU President Rt. Rev. Dominic Eibu, has confirmed the commitment of 75 acres of land and physical infrastructure for the immediate operationalization of the KAPATU project.

The land and infrastructure are located at Christ the King Catholic Parish, Losilang in Kotido Municipality, Kotido District, and at Kanawat Health Center III, Kanawat Catholic Parish. 

These are set to host KAPATU’s main campus, other critical facilities, and the Faculty of Health Sciences.

In the February 16, 2024 letter addressed to the Executive Director of the National Council For Higher Education (NCHE), Prof. Mary Okwakol, Bishop Eibu described KAPATU as “critical project of Karamoja region.” and requested Prof. Okwakol for the urgent expedition of the issuance of a letter of interim authority to the University.

When completed, the varsity will offer courses in Computer science and applied technology, oil, gas and metals Industry and education, peace and security studies, Environment, agriculture and veterinary medicine, health sciences, business among others. Alupo in August last year commissioned the construction works for this important university in a colorful ceremony attended by top officials across the leadership spectrum. The VP who is also the Katakwi district woman MP represented her boss Gen. Museveni at this launch.

WOMEN IN ENERGY FORUM 2024: Learners Want NCHE To Make Career Guidance Lessons Mandatory In Tertiary Institutions 

This year’s Women In Energy Forum Dinner organized by power regulator-ERA, has been dominated with calls to the National Council for Higher Education (NCHE) to cause reforms into the educational curriculum to include mandatory lessons on Career Guidance.

The forum held under the theme “A Working Strategy to Address Gender Disparities in the Energy Sector,” gave an opportunity for participants to brainstorm on how to increase on the number of women engineers and also promote gender equality in the energy sector. 

This well attended debate took place at Gold Course hotel and it brought together the academia, schools, tertiary Institutions and leading women in the energy sector.

However, from the discussions, it was evident that learners are facing difficulties in making informed choices for their future professions due to lack of expert guidance. Some told the meeting that they choose courses on their own while others are influenced by their parents.

This year’s forum was attended by students from Makerere, Nkumba, Busitema, UCU among other universities in addition to students from some secondary schools.

With many of the students offering Arts courses mainly Law at university, some learners were anxious as to whether they had no chance of joining the energy sector since they didn’t do engineering courses.

The learners from mainly university asked NCHE to consider including Career Guidance Lessons as one of the units offered in the curriculum by Tertiary Institutions to enable learners make informed choices on their future professions.

“That’s a great idea and I have noted it. I am going to table it before the Council and see how to fit it in” said Dr. Aminah Nakimuli, the Higher Education officer at NCHE.

However, ERA board chairperson Dr. Wasagali Kanaabi Sarah, restored hope among Arts students saying they stood a chance to join the energy sector because it’s wide. She said on the contrary, there are many non-engineers working in the sector although this comes with a lot of competition for the places that exist.

“We’re not short of Arts staff but we need engineers. We want more women scientists in the sector. However, when doing Arts, please perform well because there’s a lot of competition. Whatever you’re doing, do it with your best effort. We don’t want people with Pass degrees” Dr. Wasagali told the Forum.

She asked learners and education Institutions to make use of the new National Human Development Plan which she said contains courses and professions that are over supplied and those which are on market but are under supplied.

Wasagali said those in teaching profession need to align their lectures with this new NHDP to enable learners pursue marketable courses.

She cautioned girl students doing engineering courses against being intimidated by their boyfriends who dissuade them from pursuing those courses in order to maintain their relationships.

“Girls should tell such boys that you (girls) will be married by a fellow engineer” she counseled after some of the students reported that those who pursue engineering courses are threatened with love termination by their boyfriends because of doing engineering.

She commended learners for showing interest in engineering subjects. Wasagali said the Electricity Regulatory Authority (ERA) intends to traverse the country under it’s community outreach program to talk to rural school girls on the importance of pursuing science-related courses.

“We have come a long way as ERA. Initially, we targeted first world schools but we’re now going to different parts of the country and address those girls in day schools. Next year’s program should be for the remote parts of the country” she said, adding that the aim is to increase on the number of women scientists which she said is still low.

Eng. Judith Nayiga Ssengendo, ERA’s Director-Technical Regulation, counseled girls that being women or their religion is not an excuse to disadvantage themselves. A mother of five, Nayiga said she’s a celebrated engineer and a director.

“So, it’s all possible. As young ladies, be determined. Have your career plan and marriage plan. And then, have mentors that can help you” she said but also challenged parents to always encourage their children to do better.

Officiating at the closure of the forum, the minister for energy and mineral development Ruth Nankabirwa advised that welcomed ERA’s planned initiative of reaching out from rural areas in order to identify potential engineers there so as to widen on the network.

“We have seen people who have come from some progressive high schools somewhere and they have made it. We should widen, identify female leadership in these institutions. Female leaders should be given principles that can guide them throughout their career apart from general technicalities” she advised.

Experts Meet In Kampala To Discuss Animal Feed Production

Experts from the Ministry of Agriculture Animal Industry and Fisheries together with the Resilient African Feed and Fodder Systems (RAFFS) Project are meeting stakeholders at Hotel Africana in Kampala to establish multi-stakeholder platforms that will streamline the Feed and Fodder sub-sector. 

This strategy is aimed at improving livestock production and food security in Uganda and other Countries in Africa.

The experts are also developing the project’s communication strategy, review policies and inventories.

The workshop was officially opened on Tuesday by the Minister of State for Animal Industry, Hon. Lt.Col. Dr. Bright Bright Rwamirama. 

In his remarks, the Minister appreciated the experts for the time dedicated in ensuring that the Feed and Fodder sub-sector improves both in Uganda and other Countries.

He said the project aims at providing evidence-driven solutions to ensure affordable, quality feed and fodder resources crucial for the sustainable production of animal-sourced foods.

“This project will operate at both country and continental levels, with Uganda being one of the six core countries identified for its implementation”.

Uganda has a substantial livestock population contributing to 4per cent of the national GDP. The country has 14.6 million cattle, 16.9 million goats, 4.7 million sheep, 4.5 million pigs, and 42.9 million chicken. 

Livestock contributes significantly to Uganda’s GDP share estimated at over $ 1.7 million. The fisheries sector contributes over $ 800,000 million.

WHICH WAY TANNA? Hon. Sanjay Registers In NRM’s Yellow Book At His Village

TORORO: Former contestant for NRM Regional Vice Chairperson- Eastern region and also former Tororo Municipality MP, Hon. Sanjay Tanna has registered in NRM’s Yellow Book at his new village.

Hon. Sanjay, following the footsteps of H.E President Museveni also National Chairman of NRM took the step today, 14th March, 2024 and registered at Elgon View Primary School, Senior Quarters Village, Eastern Division in Tororo Municipality.

Previously, Hon. Sanjay had registered at Orago village, Tuba Parish, Molo Sub County, Tororo County in Tororo District.

The successful completion of Sanjay’s registration as a full member of NRM maybe a precursor to a second attempt at wresting the Eastern Region National NRM Vice Chair from the incumbent, Capt. Mike Mukula.

In the last election for NRM CEC members 2021, Sanjay Tanna overwhelmingly beat Capt. Mike Mukula in Eastern Uganda and widespread accusations that the Ugandan born Indian was rigged off victory were lent credit by a recent statement attributed to Dr. Tanga Odoi, the NRM Electoral Commission Chair.

In a video that went viral, Dr, Odoi was heard saying Capt. Mike Mukula could not have gone through if not by his help.

That contest for regional NRM Vice Chair was a grueling one and brought out many undertones with Mukula resorting to the racial card calling Tanna ‘Muyindi’ who should not have any room in the internal politics of Uganda. Despite the racial card, Tanna won by a landslide in Eastern Uganda with his voters celebrating ‘an outright victory’ as early as 5:00 PM that day.

The results for the Eastern Uganda post were eventually the last to be announced 12 hours later with Mukula declared winner against protestations from many who saw it as an ‘outright rigging of results.’

Whereas, Sanjay Tanna has not declared interest to contest again for the regional NRM seat, his reluctance to go back and reclaim his Tororo Municipality Seat points to the fact that he is interested in giving Capt. Mike Mukula another run fort his money, should he choose to contest again.

Hon. Sanjay’s star has been rising since that last attempt to oust Mukula, with the President deploying him among others to campaign for NRM’s Edmund Ariko who was having an uphill task beating off FDC’s Moses Okia Attan in the hotly contested Soroti City East bye-election. And that last minute team led by the Vice President won the elections for NRM.

Then in September, 2022, the Eastern Uganda’s business Guru, was appointed as Chairman Board of Directors, Kilembe Mines.

Tanna and 5 other Board Members were sworn in at the Ministry of Finance Boardroom on 14th September, 2022 in a ceremony graced by Hon. Evelyn Anite, the State Minister for Privatization and Investment and Hon. Peter Aimat Lokeris, the Minister of State for Minerals.

The other Board members are; Atwoki Gilbert Mujogya, Ruth Sengonzi, Semitala Nobert, Eric Chandiga and Hon. Biira Bwambale Loyce.

Dr. Specioza Kazibwe’s AU Panel On Sudan Calls For Ceasefire During Ramadan, Says Country On The Brink Of Severe Famine

The High-Level Panel for Sudan under the auspices of African Union has concluded its first shuttle diplomacy mission with a call to the warring factions to ceasefire during this month of Ramadan.

The panel is chaired by H.E. Mohamed Ibn Chambas, AU High Representative for Silencing the Guns, and includes Dr Specioza Wandira-Kazibwe, former Vice President of Uganda, and Ambassador Francisco Madeira, former AU Special Representative of the Chairperson to Somalia.

On its first stop in Port Sudan, the panel engaged with senior officials of the Sudanese Sovereignty Council, including General Abdul Fattah al-Burhan in addition to meeting other Sudanese stakeholders, including representatives of the signatories of the Juba Peace Agreement, political parties, FFC-Democratic Bloc, women’s groups, the Humanitarian Commission, civil society, university vice-chancellors, the media, and others. 

The Panel members according to a press statement, thereafter visited Cairo where they consulted with the League of Arab States and senior officials in the Egyptian Ministry of Foreign Affairs, as well as with a wide cross-section of Sudanese political and civilian actors who are currently based in Egypt. 

“While in Addis Ababa, the Panel engaged with representatives of the Rapid Support Forces (RSF) and the civilian coalition, Taqadum” the statement from AU secretariat stated.

The panel was also in Djibouti where they met with the Executive Secretary of the Intergovernmental Authority on Development (IGAD), and was also granted audience by H.E. Ismail Omar Guelleh, President of the Republic of Djibouti who’s the current chair of the IGAD Assembly of Heads of State.

“In all their consultations, the panel emphasized practical ways to end the devastating conflict in Sudan, which has led to the displacement of almost one-quarter of the Sudanese population, and has seen the devastation of the capital city, Khartoum, as well as much of Darfur” it stated.

The panel also expressed fear that Sudan is on the path to facing severe famine after the disruption of the planting season for a second year in a row.

“Sudan is officially the gravest humanitarian crisis in the world today. The HLP-Sudan expresses its support for the Jeddah Process towards a humanitarian ceasefire, and urges the conveners-the governments of the Kingdom of Saudi Arabia and the USA, to reconvene the talks as a matter of urgency, with the full participation of the AU and IGAD” it says.

The panel discussed with all stakeholders and interlocutors the urgent need to convene an all-inclusive Sudanese political dialogue, which would allow the Sudanese to exchange views on a common vision for a peaceful and stable Sudan. 

The dialogue would also help them to agree on a transitional process that would allow them to address once and for all the deep historical causes underlying the current conflict, and to start the long and difficult process of rebuilding their shattered country.

CEASEFIRE DURING RAMADAN 

At the start of the holy month of Ramadan, the panel has appealed to all Sudanese and in particular the warring parties, to use this month to implement a humanitarian pause. 

During this period, the panel wants the warring factions to use this period to reflect on what it means to be Sudanese, and ways in which to return to the negotiation table to agree on a transition process and allow the 10 million displaced civilians to begin returning home.

ABOUT THIS PANEL

We understood from Inspectors that this High Level panel was suggested by Gen. Yoweri Museveni during a meeting he chaired in May last year when Uganda was the chair of Peace and Security Council for that month.

Museveni convened the PSC meeting to consider the the extremely worrisome situation in Sudan which had left over 900 civilians dead and thousands injured while displacing over one million to neighboring countries.

The war had destroyed public infrastructure including schools, hospitals, banks among others.

On the request by the AU Commission chairperson H.E Faki Moussa Mahamat for a solution on the matter, Gen. Museveni suggested that the PSC meeting resolves to identify a team of prominent Africans to study and also coordinate all regional and international efforts on the situation and make recommendations.

“President Museveni, we need your wisdom and your demonstrated commitment to Pan-Africanism to inspire us during these difficult times” Mahamat told the PSC high-level meeting convened and chaired by Museveni.

Inspectors said when a resolution was adopted to form this High-level Panel, Mahamat in January this year appointed three prominent Africans including Dr. Specioza Naigaga Wandera Kazibwe and her two other colleagues to start work immediately. 

The  panel’s mandate is to coordinate all regional and international stakeholders. To this end, it has met with the AU Expanded Mechanism, and has committed to close collaboration and regular engagements with all partners to ensure that efforts are aligned with the interests of the Sudanese and the region.

If all goes well, Uganda will again in June this year chair the PSC and that Museveni’s package to secure Africa is being awaited with excitement among members having proposed the AU peace initiative for Sudan. We’re told he had also suggested a similar approach for IGAD insisting that there shouldn’t be many initiatives on Sudan but it was allegedly frustrated.

Angry NRM Youth Leaders Blast Party’s EC Boss Tanga Odoi, Accuse Him Of Plotting To ‘Rig’ For His Son To Lead The NRM Youth League

The National Resistance Movement (NRM) National Youth League leadership has lashed out at the Party’s Electoral Commission Chairperson, Dr. Tanga Odoi calling him a lumpen and hooligan.

The attack is contained in a strongly worded press release dated today 9th March, 2024 by the NRM Youth League Secretariat.

The press release alleges that Dr. Tanga Odoi is fronting his son identified as Collins Odoi to become Chairperson NRM Youth League through undemocratic means.

“We would like to condemn some Party leaders at the Secretariat, especially Dr. Tanga Odoi who is using his son a one Tanga Collins whom he wants to contest as Chair National NRM Youth League and thinks he would rig elections for him like he did in the Makerere University Convocation elections,” reads the statement.

The NRM Youth leaders have in the same vein asked President Museveni, also National NRM Party Chairman to bring Dr. Tanga Odoi to order saying Odoi has in the recent past turned himself into what they called a ‘hooligan’.

“”His conduct is wanting and not fit to hold public office,” the youths argue.

Efforts to get Tanga were futile for his comment.

Why Mpuuga Woes Is Bad News For NRM House Commissioners And How Gen. Museveni Is Treating It

President Museveni is said to be in high spirits waiting to see where the alleged saga involving commissioners of parliament including former LoP Mathias Mpuuga will end. In fact, this is the reason he is yet to come out to issue a statement on the same although a strongly worded letter is said to be in the pipeline.

To begin with, Mpuuga according to Inspectors is said to be facing a double jeopardy because even members of opposition especially FDC are said to be silently baying for his political blood accusing him of having ‘killed’ the Walk to Work protests also baptized as A4C/4GC where he was the coordinator.

“I can assure you, many in opposition mainly FDC are secretly mobilizing against him in parliament and outside so that he leaves that office” said an inspector.

It is not clear how he allegedly frustrated their efforts but we’re told Mpuuga allegedly abandoned the cause at the height of protests and concentrated on saving his business empire which had been threatened by the state. The license for one of his reported businesses had allegedly been threatened with revocation unless he softened on his stance.

This is the reason some claim his beak was wetted although it could be a point of malice against him.

But whether true or not, Inspectors said when the ugly allegations against him and the commission came through the #UgandaParliamentExhibition, the President received it with open hands as he struggles to clean his government and free it of corrupt officials.

Inspectors told this website that the recent NRM CEC chaired by Moses Kigongo resolution in which members condemned the reapportionment of NRM parliamentary commissioners wasn’t by any mistake.

We’re told it was a message signaling anger among members about how tax payer’s resources are being used in parliament. 

The CEC Members we’re told had already gotten wind of these issues. It is therefore, no wonder that a few days after the resolution, the exhibition started and Mpuuga also started seeing hell from NUP bosses who asked him to resign accusing him of having pocketed Shs500m illegally from Parliamentary Commission baptized as Service Award. His other colleagues in the Commission shared a staggering Shs400m each.

Mpuuga however, insists the cash was lawful but his pursuers in NUP now want him impeached.

With this impeachment hovering over his head, Inspectors said Museveni camp is watching closely as it plays out.

But even as they watch, we’re told the system is also interested in using it to gauge the numerical strength of Mpuuga who is said to be close to one of the speakers.

“When commissioner Francis Zzaake and minister Persis Namuganza were being forced out, MPs voted overwhelmingly in favor of the speaker’s side. Is this still the position numerically? Will the speaker/deputy use his/her influence to save Mpuuga? This will give us a picture guage his/her support and how loyal MPs towards each of them” explained an inspector adding that all along, Museveni has been waiting for such a day to come and therefore, Mpuuga’s troubles are a blessing in disguise.

Inspectors said Mpuuga’s decision to declare a boycott of Parliament for a month when the deputy speaker Thomas Tayebwa was in the chair only to call it off when his boss returned left the system scratching it’s heads.

“Is this a sign of leadership deffiencies on the side of deputy speaker or it’s a sign that his boss commands a lot of influence among members including the opposition and Mpuuga as a person? This Mpuuga saga is a test now on who will allow the other to sink in light of a very angry nation arising from the alleged corruption in parliament” explained an inspector.

We’re told this Mpuuga saga puts Parliamentary Commissioners including those of NRM in a tricky position which if Mpuuga finally is kicked out of the Commission, leaves them in muddy waters.

“If NUP succeeds in removing Mpuuga from the commission, it raises a moral and legal question on the side of the members of the Parliamentary Commission which also extends to the heart of NRM CEC where one of the resolutions was that the NRM commissioners were irregularly reappointed” explained an inspector.

It is stated that not only this Mpuuga saga if it succeeds ties the hands of the NRM commissioners but also extends to the leader of the Commission.

“This means the same CEC may decide to moot a motion in the caucus to have them recalled and refer them to the disciplinary committee. MPs have been putting pressure on the executive to fight corruption and this is why some ministers have been arrested and prosecuted. But if they (MPs) are also involved, why can’t they be reprimanded” said an inspector. However, parliament maintains the alleged swindle was a lawful expenditure. Watch this space!

Security Advises Gen. Museveni To Drop Elected Ministers Failing To Push Through Agency Mergers Claiming Threats From ‘Mafia’ Gangs

“LET THEM BE DROPPED AND REPLACE THEM WITH EX-OFICIOS WHO HAVE NOTHING TO LOSE”

All is not well among Cabinet ministers as some of them are said to be dragging their feet in pushing forward the President’s desires to merge wasteful government agencies.

Well placed Inspectors informed us that some ministers are telling the Head of State Gen. Yoweri Museveni of how this matter is becoming politically risky for them to pursue it because some wealthy gangs want to ‘finish’ them.

We’re informed the cowardly ministers claim that some powerful gangs including tycoons who have been minting cash from lucrative deals in those agencies are threatening to unleash political terror against any minister who push for the deletion of their allying agencies.

“The ministers are the ones failing these mergers. They are claiming that rich men are threatening them with political extinction if they push ahead with the mergers. That they are going to start sponsoring their opponents if they insist on pushing for the mergers” explained a well placed Inspector.

Inspectors said not only are ministers delaying this agenda by the president, but also are some legislators who are said to be getting fantasies from some heads of these agencies.

“This shows how these ministers have now abandoned the interests of the nation and are pursuing their selfish personal interests. This is dangerous because the president wants to reduce on the cost of public administration. We are wasting a lot of money on these agencies which are doing the same work with ministries” explained an inspector.

Now, arising from that allegation by cowardly ministers, security has advised the CiC to consider two things if the mergers are to take place soonest.

One is for him to stand firm and enforce the resolution by cabinet and the NRM caucus in addition to enforcing his own directive to the prime minister to have them merged.

The second and most viable option according to Inspectors, is for the Head of State to make a swift Cabinet reshuffle wherein, he is supposed to drop all ministers who have reported such threats and replace them with only ex-oficio ministers.

“We have marked key sectors where there is resistance because of the deals there. Now, in those sectors, if ministers insist on holding back these mergers, the CiC can appoint ex-oficio ministers in those sectors who should immediately handle that task after vetting. This is the most viable option we’re looking at” explained an inspector.

Inspectors said Museveni badly wants these mergers done because he sees duplication of work in several agencies yet they can work together. One of them is the Uganda Human Rights Commission and that of Equal Opportunities Commission which according to Inspectors are all to do with human rights and arise from international conventions. It is envisaged that when the merger is done, UHRC will swallow EOC which is going to become either a directorate or department under UHRC chaired by Hajat Fauzat Mariam Wangadya who is an advocate. We’re told the move is premised on the fact that government has already heavily invested in UHRC which now has 12 regional centers across the country unlike EOC which is still a budding entity.

Other areas of urgent mergers include UNRA to return to ministry for works and transport and NITA-U although these are said to be having a lot of pressure to fail their planned merger.
