KAMPALA — Chief of Defence Forces Gen Muhoozi Kainerugaba has announced the release of retired Brig Gen Charles Bakahumura, a former chief of the Chieftaincy of Military Intelligence (CMI), from detention.
Muhoozi made the announcement on Saturday, October 31, 2026, through his X account, saying the decision was intended to mend their previously strained relationship.

“I have decided to release General Bakahumura from detention today. We shall repair the relations that were broken in the past,” he posted.
Bakahumura was arrested in September alongside retired Maj Gen Abel Kandiho, another former head of CMI, shortly after both officers were among 19 generals formally retired from the Uganda People’s Defence Forces (UPDF) on August 20.
Their arrests came amid investigations into alleged treachery and the circulation of false intelligence reports involving military officers.
Before his retirement, Bakahumura served as head of CMI between 2012 and 2017. He subsequently spent about seven years as Chief of Logistics and Engineering before being appointed Uganda’s Defence Attaché to Turkey.
His release follows a similar move by Muhoozi involving retired Maj Gen James Birungi, the former head of Defence Intelligence and Security.
Muhoozi did not provide further details about the circumstances surrounding Bakahumura’s release or whether any conditions had been attached to the decision.
