The alleged scandalous Manipulation of Uganda Revenue Authority’s ledgers by some insider officers has attracted the attention of Gen. Museveni’s blue-eyed boy and CID director Maj. Tom Magambo.
This News site has obtained Intel that when URA Staff Compliance Office subjected one of the suspects Francis Wodero to an intense grilling a week ago, several evidences were collected and recovered from his laptop. Wadero according to Inspectors was asked to bring along with him relevant tools and related assessment documents that he used in manipulating the ledgers.
We’re informed the investigators removed the hard drive for forensic investigation.
The idea was to find out which password(s) was used for every altered entry which inspectors understand were in several billions.
We’re informed that the hard drive was immediately transferred into police custody as further investigations continue. Remember, during his grilling, a commissioner of police was allegedly present!
Inspectors stated that within URA top management, is an internal arrangement where key offices with the equipment therein including revenue assessment and collection computers are only accessed by specific staff with assigned passwords.
Now, inspectors said one such officers is that of Larger Taxpayers Office where Francis Wodero used to work alongside a few others.
It is stated that while here, the ledgers for one of the larger taxpayers identified as Service and Computer Industries (U) Limited was manipulated.
Inspector stated that the question now among investigators is whose password was used in the forgery under question and that’s how, Wodero’s name has been lined up.
“So far, there are good leads about whose password was used in this heist. Oooooooh, it’s quite revealing and very terrible” says an inspector.
Now we’re told Museveni’s no nonsense CID director Maj. Magambo has allegedly chipped in ordering his men assigned to this probe to do a thorough job.
“I have been informed that there’s that investigation regarding URA. It seems to have gaps. Can you bring me up to date? We need a thorough job please” an inspector quoted him as saying shortly after secretly interacting with some contacts within the tax body last week shortly after Wodero had been quizzed.
It should be recalled that URA human resource boss Jimmy Okuja on April 19 2024 summoned Wodero to appear before the Staff Compliance Office of URA on April 23 without fail. The purpose of his appearance was to be quizzed over what he called in the memo ‘MANIPULATION’ of URA ledgers and adjusted VAT returns for Service and Computer Industries (U) Limited. The VAT returns were in respect of August 2014 and April 2015 although the case was done just recently in 2021.
At that time according to Okuja, Wodero was attached to Large Taxpayers Office where he himself tampered with the ledgers and unceremoniously Manipulated and or deleted the VAT returns. It’s not clear how much was lost but inspectors suggest the figure is actually about 20 times bigger than the alleged chaotic Service Award given to former LoP Mathias Mpuuga. Wodero is said to be returning for further quizzing a few days from now and it’s not yet clear whether he’s been finally designated as a criminal or still a mere suspect as per the statement on the memo.
WHO IS MAGAMBO
He’s an Israeli-trained officer in intelligence gathering. He assumed this office taking over from equally no nonsense Museveni’s blue eyed gal Grace Akullo.
He is famously known for uncovering the infamous Karamoja Iron sheets theft scandal which has already claimed some top politicians up to the level of being sanctioned at international level by foreign governments.
Museveni we’re told relied so much on Magambo’s probe report which saw some ministers being detained and later arraigned before the Anti corruption court.
We’re however, informed that the ongoing investigation has been welcomed by well-intentioned officers within URA as it will help clean up the institution. Watch this space!
