Controversy continues to linger as to whether the Managing Director at National Water and Sewerage Corporation Dr. Eng. Silver Mugisha is still legally in office or a squatter.

According to inspectors at the NWSC, the board headed by Eng. Dr. Badru Kiggundu took a decision to renew his contract for the 3rd time; breaking a record to have an MD serve for a 3rd term at the water body!

Our inspectors claimed that the board is final and there is no need for approval of its decision by the Commander-in-Chief Gen. Yoweri Museveni.

Officially according to inspectors, Mugisha’s service at this entity expired on August 31st 2023, but to date, he still presides over the lucrative institution ostensibly under the cover of the said board resolution.
Already, there are reports that whereas the board claims to have sealed the deal for him, the 55-year-old Engineer Mugisha is allegedly still running around for support so that General Yoweri Museveni approves his fresh mandate at NWSC! This effort has however, not yet yielded fruits.

Now, according to reports, a group of over 80 reverends in Bushenyi district [his home district] allegedly led by their West Ankole Diocese Bishop, Rt. Rev. Johnson Twinomujuni met a few days ago and resolved to ask their boss Dr. Samuel Stephen Kaziimba Mugalu – the Church of Uganda Archbishop to seek a meeting with the son of Kaguta.
In the much-needed meeting, they allegedly want to plead with the appointing authority to re-consider their son – Eng Silver Mugisha for the third term as the Managing Director of the National Water and Sewerage Corporation – NWSC.
It is reported that two days to Independence Day, the men of God had a meeting with Eng. Mugisha at Hotel Tuuza where he reportedly asked them to petition the President for his renewal on grounds that he has equally helped the church.
During the meeting, the clergies left with a heavily smiling wallet each baptized as a “retirement” goat.
“Had the President not wanted me, he wouldn’t have accepted the Board to re-appoint me,” inspectors in the meeting revealed quoting Engineer Mugisha during the said meeting.
This alleged pressure follows President Museveni’s silence on renewing Dr. Eng. Mugisha’s contract despite the Board re-appointing him on a five-year- term earlier in May 2023.
Dr. Eng Mugisha who has headed the Corporation for the last ten years saw his contract expire on August 31st, 2023, and has since been in office only in hopes of the President renewing him but in vain. Previously all former Managing directors were serving two terms as per act it is not clear why the Board decided to give him the third term.
“The deal was sealed long ago. The board is final. The President approving for what? It’s the board with full powers” explained an inspector in the board when asked about the reports of Mugisha being a ‘squatter’ at National Water.
MORE CHOAS AT WATER
Bushenyi local politics also seems to be taking a toll on Mugisha especially after reports indicated that he is in league with Mr. Paul Kahigi a recruit from now troubled FDC. Kahigi is currently the NWSC Coordinator-Western but he is rumored to have an eye on Local government minister Raphael Magyezi’s former MP seat of Igara West. Apparently, this was to impress his boss for converting opposition leaders to the NRM party.
It should be recalled that recently, Archbishop Kaziimba visited Eng. Mugisha’s home (a Catholic) in Bushenyi–a move that the Archbishop explained as ecumenism-uniting all religions. However, many Anglicans were left with gloomy faces over the Arch-Bishop’s decision wondering why the same Arch Bishop never visited at least a single prominent Moslem or Seventh Day Adventist if the if the reason was unity of different religions.
The Archbishop would, however, later refute the claims, noting that he and NWSC boss are longtime friends so his visit had nothing to do with religious matters.
