Rusa’s Appointment As Ag KCCA Boss Excites Tooro As His Father’s Legacy Continues To Shine In Public Service

Rusa Frank Nyakaana, the newly appointed acting Executive Director for Kampala Capital City Authority (KCCA), is not an ordinary man.

His appointment actually comes amid a detailed background of a boy, who has gone through the hands of another Civil Servant whose dedication to work  and discipline was unrivaled by nobody!

Rusa’s dad was also a Civil Servant, having worked in the Ministry for Agriculture and Cooperatives  in 1964 when Sir Edward Muteesa II was the President of Uganda with Apollo Milton Obote as the Prime Minister.

Rusa’s dad Nyakaana Mukidi Abooki was born in 1933 at Kaihura village in present day Kyenjojo district. He went to Mukole Primary School, Butiti junior SS, Nyakaswa School and then Makerere University College School. He also went to University of Toronto and London College of Economics.

From there, he secured a job as an Agricultural officer and later Agricultural Economist in the Ministry of Agriculture and Cooperatives in 1964.

Abooki is said to have worked diligently and left a clean record and yet he also respected the norms and values of Tooro.

“Hopefully, his son Rusa continues to carry forward his legacy” remarked Anet Businge on Tooro forum upon hearing of the news of Rusa’s appointment.

Uganda Human Rights Commissioner Col. Steven Basaliza with whom Rusa has closely worked since his days in parliament (7th), also said the appointment was indeed a well deserved one.

“Rusa is exemplary and he has maintained good conduct and legacy of his father. I have interacted with him while I was still an MP and he was in the Electoral Commission. As a commissioner, I had good working relationship with him under JLOS and DGF. Surely, he has exhibited high level of efficiency, hard work and proffesionalism and this can be attributed to his upbringing” he said.

He said as a subregion, Tooro is happy with the President for his decision to entrust such an assignment with a son from their area.

Rusa’s appointment follows this week’s dismissal with disgrace of the former Executive Director Dorothy Kisaka alongside two other directors including her deputy David Luyimbaazi and director for health Daniel Okello. The trio now awaiting prosecution were accused of Criminal Negligence especially when they slept on the job leading to the massacre of over 30 people who died in Kiteezi Landfill. The people and their houses died after garbage piled to a mountain size collapsed on them and many died.
