Entebbe The Minister of State For Economic Monitoring in the Office of the president, Hon. Sandra Santa Alum Ogwang is irked with the delayed completion of road construction works within Entebbe Municipality. The Minister expressed her displeasure on October 15,2026, while touring Kitoro-Kiwafu-Nakiwogo road and Sebugwawo -Bunono-Abaita Ababiri -Kitinda link road.
Minister Alum told contractors of
China Jiangxi International and Technical Cooperation Co.Ltd and Armpass Technical services that she was not impressed with the pace at which they were moving on and gave them seven days to demonstrate that they can deliver the construction works in time. She instructed Entebbe municipality Engineer, Christine Nanfuka to compile a detailed report regarding the delayed completion of construction works by the said contractors .
She promised to return in three weeks time for another inspection upon which she will determine the fate of the contractors.
In their defense, the contractors told the minister that delays was occasioned by rain, something the minister dismissed. They also informed that scarcity of road materials has compounded delayed completion of the said roads and assured her that by January 2027 they wil be able to handed over the roads to Entebbe municipal council.
The contractors of Armpass Technical services reported that construction works at Kitoro -Kiwafu – Nakiwogo road stands at 66% and pledged to hand over the road next year in January though they were expected to it hand over to council by August 30, 2026. While contractors of China Jiangxi International and Technical Cooperation Co.Ltd reported that construction works at Sebugwawo -Bunono-Abaita Ababiri – Kitinda Link road, stands at 21% , something that left the minister in total.disbelieve, despite the contractor pledging to.cimplete the construction works by January next year.
It should be recalled that on March 13,2025, Mayor Fabrice Brad Rulinda commissioned the reconstruction of 4.30km Kitooro -Kiwafu -Nakiwogo road after years in dire state. The contract was awarded to Armpass Technical services who were given a period of 30 months to execute the construction works.
On the other hand , China Jiangxi International and Technical Cooperation Co.Ltd was given a contract worth Shs.40.8 billion to construct Ssebugwawo Bunono -Abaita Ababiri -Kitinda Link road .The contractor was given 18 months including mobilization time to complete the road construction works.
