Irregularities Again! IGG Beti Kamya Orders KCCA Boss Rusa To Halt Dealings With Ghanaian-based Jaspong Group Of Companies On Kiteezi Landfill Deal Until Further Notice!

Beti Kamya

The Inspector General of Government  (IGG) Beti Kamya has directed  the Ag KCCA Executive Director Frank Rusa to immediately halt all transactions with Ghanaian-based company Jaspong Group of Companies which was awarded a contract to manage the controversial Kiteezi landfill until IGG’s office completes its investigations.

According to a document seen by this news site, IGG Beti Kamya says that KCCA didn’t go through right procedures to award a contract to Jaspong Group of Companies to manage kiteezi landfill.

The fire spitting IGG in a document says that there were irregularities in the procurement of an investor for the management of Kiteezi Landfill.

She questions why Jaspong Group of Companies was handpicked in complete disregard of all the government procurement procedures as provided for under the Public Procurement and Disposal of Public Assets Act.

She also noted that  other investors had contacted government with the view of investing in Kiteezi landfill but were ignored and frustrated.

Kamya whose report led to the arrest of former KCCA boss Dorothy Kisaka and other officials also wants the Ministry of Kampala City and Metropolitan Affairs to explain why it partnered with the Ghana based company Jaspong Group of Companies to add value to the waste material that was being dumped at Kiteezi landfill.

She now uses powers accorded to her  (IGG) by the law directed KCCA Ag boss Frank Rusa to save himself from an impending embarrassment and immediately halt the process until the raised issues are sorted.

“While direct procurement is allowed, this does not take away the need for undertaking due diligence and the necessary feasibility study before engaging a particular investor. You’re therefore, directed to halt all transactions with Jaspong Group of Companies until this office completes it’s Investigations” Kamya said in a letter dated October 17 2024.

It’s not clear if Rusa will adhere to this directive but what’s clear is that his predecessor Dorothy Kisaka is currently facing the law over the Kiteezi Landfill ghosts following the recent tragedy which left scores buried by garbage.
