How MP Nalukoola, Top City lawyers Siphoned my millions but denied me justice —68-year-old cancer-stricken woman

Samuel Ocitti who is accused of touching off the land mess

A 68-year-old cancer-stricken elderly Ugandan woman has petitioned Chief Justice Alfonse Owiny Dollo to prevail upon a group of city lawyers who ganged up to siphon her millions in a multimillion land case.

In a desperate cry for help, immaculate Nakawooya accuses these learned fellows of frustrating her pursuit for justice after she hired them at different intervals to save her estate from being grabbed by the ruthless Kampala land-grabbing cabal. The estate in question includes: land measuring 1.492 hectares at Kakoola Mutungo Central Cell on Block 273 Plot 25121 (BLB/02/9844), land at Kyaddondo Block 256 Plot 756 at Bunamwaya, land at Kyadondo Block 269 Plot 750 land at Lweza, Busiro Block 444-445 Plot 1914, land at Nkumba and land at Kakiri Kikandwa, Busiro Block 149 Plot 342.

In a mountain of petitions to, among others; President Yoweri Museveni, Minister for Presidency, Minister for Lands, the Uganda Law Council, and two Presidential Advisors on special duties and Police Affairs; Nakawooya particularly accuses the lawyers of turning into co-conspirators in the land grabbing ploys against her land, and blatantly taking her money in hefty legal fees with the promise to save her land but then utterly failing on their contractual obligations— albeit without compensating her for the ‘no work done’.

Nakawooya reveals that her woes have been compounded by the suspicion of a well-calculated ploy by a coordinated clique at the judiciary to frustrate her efforts to get justice because apart from the lawyers taking her money for no work done, there have also been instances of judges recusing themselves from her case without any justifiable reason.

High on the list of Nakawooya’s legal aggressors for whom she seeks the Chief Justice’s indulgence includes lawyer-turned-NUP MP for Kawempe North constituency, Elias Luyimbazi Nalukoola, Samuel Ocitti and his colleagues at Lwere Lwanyaga Advocates, among others.

Speaking to this publication, Nakawooya attributed the judicial officers’ unfair conduct to what she suspects to be a covert ploy by them to bide time and finally take her land once she soon dies of the cancer afflicting her, or once the humongous bills of the cancer treatment drain her of any funds to continue pursuing this case.

“Being my lawyers, these people know about my cancer affliction and are therefore possibly using these delaying tactics in anticipation that I have little time to live due to my cancer or that the medical bills will soon make it impossible for me to afford legal fees; which will give them chance to effortlessly take my land,” she said.

Nakawooya made the same sentiments to the President, in an April 7, 2025 petition which he wrote to him seeking his intervention in the same matter.

“Given my advanced age of 68 years and convalescing with illnesses, costly medical treatments and therapy, I am humbly pleading for your “Fast Track Presidential Intervention”… His Excellence, I would like to return home for I don’t want to become a burden on anyone here also don’t want to come home in a box. Sorrowfully, I don’t have a home to come back to, for my former lawyers have mercilessly confiscated my estate, even seized title to my designated burial property,” she wrote.

Nakawooya, who is appealing for presidential help

Details

Earlier on, our Inspectors reported how Nakalyowa accused her former lawyers of Lwere Lwanyaga Advocates led by Samuel Ocitti of unlawfully meddling in her estate yet she had only hired them to secure her land upon their advice to do so. She traced her woes to 2021, when the said lawyers convinced her to open up a company through which they would help her manage and secure her estate which they claimed was being threatened by a presidential directive for government to take over all prime land which was idle. Nakalyowa says that while the company was opened using her funds, she later fired her lawyers when she learnt that they had allocated themselves up to over 80% of her purported company on top of misrepresenting all her interests through forging her signatures. On top of this, Nakawooya says, she learnt that the same lawyers had failed to remit rent proceeds from her properties as had been agreed with them. Sadly, all this was despite charging her up to over Shs200m in legal fees, on top of personal loans of about Shs40m which she extended to Ocitti and is yet to repay them to date.

Luyimbazi Nalukoola

In Comes Nalukoola

Nalukoola’s name got dragged in this saga after he was hired by Nakawooya to defend her against malicious prosecution by Ocitti Samuel and his colleagues at Lwere, Lwanyaga & Co. Advocates.

This came after Nakawooya fired the Ocitti’s for misrepresenting her interests contrary to agreed contractual provisions. In particular, Ocitti landed in trouble after he opened up a case, Civil Suit No. 627 of 2022, against a one Fred Kaweesi in Nakawooya’s name as Plaintiff together with Organic Empire, albeit without her consent or instruction. And while holding out as Nakawooya, he allegedly entered a consent where “she” gave most of Nakawooya’s land to Kaweesi and Organic Empire, leaving the former with a very small portion.

Following this fraudulent transaction, Kaweesi purportedly sold the same land to a one Bamwine Godfrey. On learning about this shadowy dealing, Nakawooya rushed to court, which set aside the consent agreement on grounds that it had been entered in error, fraud and misrepresentation.

Following this, Bamwine applied to be added as a party to the suit, which application was controversially granted.  This gave Bamwine a chance to encroach on the same land to date. Soo thereafter, Ocitti shocked all and sundry when he all of a sudden began laying claim on Nakawooya’s land at Kigo, saying he was entitled to one acre of the same as compensation for pending unpaid legal fees.

Nakawooya claims that when she protested this claim, Ocitti created an agreement dated December 14, 2021 which he claimed was the basis upon which he bought the one acre of land from Nakawooya at Shs50m.  However, the said sale would be disproved by a forensic report which showed that Nakawooya’s signature on the purported sale agreement was forged.

An invoice seen by our inspectors from Nalukoola to Nakawooya shows that to represent Nakawooya in this particular matter, Nalukoola of M/S Nalukoola Advocates & solicitors was hired by Nakawooya on August 26, 2022 with instructions to among other things: lodge caveats on her properties including: Kyaddondo Block 256 plot 756 land at Bunamwaya, Busiro Block 444-445 Plot 1914 land at Nkumba, Busiro Block 431 Plots 158 and 37 land at Kakiri, and Kyadondo Block 13 Plot 1004 land at Najjanankumbi. Other instructions included writing letters and holding meetings on Nakawooya’s behalf with Buganda land board on august 25, 2022, Kajjansi DPC on October 25, 2022 and Kajjansi senior resident state attorney on November 3, 2022, among others. Nakawooya claims that for this work, she paid a total sum of about Shs92m between August 26 ,2022 – October 22, 2022.

The Money Drain Begins

Nakawooya claims that despite the payment, the lawyers didn’t complete any of the items as agreed. Later, however, Nalukoola stopped showing up for any court cases and neither did he pick her calls when she tried to reach out to him for explanation.

“I tasked him to refund my money for failing to do the work as per instructions but he refused; despite retaining all certified documents I gave him in relation to these instructions,” Nakawooya said. She however added that in September 2022, she was forced to hire another lawyer and start from scratch after Nalukoola informed her that he was under pressure from the grabbers of Nakawooya’s land who threatened to kill him and harm his family members for refusing to accept bribes to back off her case!

With Nalukoola’s association hitting a dead end, Nakawooya hired another lawyer, Nicolas Ansu, who represented her between January-December 2023. She however says that despite spending over Shs165m and related costs in this period on legal fees, Ansu abruptly withdrew from her cases via a WhatsApp message without prior notice or cause.

“He began by complaining of threats to his life and being followed by strange people due to my case. In August, 2023, he had me/agents listen to phone chat recordings where some people were purportedly offering him Shs200m to kill my case or delay hearing waiting for my quick death so that my lands would be split with no resistance…. I was broken to hear this,” Nakawooya said.  She however says that her final blow came when the lawyer sent her graphic photos claiming that they were of his 4 fingers which had been cut Nakawooya’s land grabbers.

“Again, he also confiscated all my original copies of evidence, forcing me to hire a 3rd lawyer who had to restart gathering copies for my evidence. These lawyers are conniving to bankrupt me while holding access to my properties so I won’t have funds to get another lawyer…. and wish for my quick demise!” Nakawooya cried out, saying that even the judges have not been cooperating, with many recusing themselves from her case in controversial circumstances.

Nalukoola Speaks Out

Our efforts to speak to all lawyers involved proved futile by press time. However, we managed to speak to Counsel Nalukoola, who got back to us via a Whatsapp call. In his response to Nakawooya’s allegations, he neither accepted nor denied the claims but rather noted that on compassionate grounds, he couldn’t speak about his sick client.

“I’m very much aware that my client is sick and for that matter I can’t speak about her,” he said. Nalukoola also advised Nakawooya to use the right channels to address any grievances against him instead of using the media.

“She knows the courts of law and bodies that regulate lawyers; let her go there and lodge her complaints,” he said, adding that he first heard about those claims from one of the prominent pastors in town who owns a media house.
