President Museveni has directed the minister for Finance, Planning and Economic Development Matia Kasaija to budget for Shs15m to be given to each of the families that lost their children in the attack on Kicwamba Technical School.

This attack according to Museveni was done by ADF terrorists in 1998.
In his letter to Kasaija dated February 24 2025, the President said he had earlier on July 25 2024 received a letter seeking compensation to the families of this incident who lost their children.
“I use my powers as President for ex gratia payment to the families. Each should be paid Shs15m given the long time since the incident happened. Ministry of Finance should budget for this money” Museveni said in his letter hereto attached.
HISTORY
When ADF attacked Kicwamba UTC in 1998 the local population was mobilized to deal with this threat. The UPDF also deployed one of its officers (son of the soil) Steven Basaliza to help in mobilisation to fight and defeat the rebels along side the civilian population.
After their defeat and calm returning, the people of Burahya demanded that Basaliza who had now earned himself a battle name Omudumizi, contests as MP. He thus stood and became part of the 7th parliament which scrapped the Presidential Term limits allowing his boss and CiC Gen. Museveni to rule pakalast.
Basaliza this week returned to Kicwamba and laid a wreath on the mass grave but also called for vigilance by all stake holders to keep peace, security & stability in Rwenzori region.
