The Executive Director Kampala Capital City Authority (KCCA), Hajat Sharifah Buzeki, has delivered a wonderful lecture to women working with Uganda Registration Services Bureau(URSB) on their role in building effective public institutions.

The successful public lecture was organized under the theme: Empowered Women , Stronger Institutions and it was held at URSB Headquarters in Kololo zone as URSB marked it’s belated Women’s Day Celebrations 2026.
In her public lecture, Hajat Sharifah Buzeki began by reflecting on the immense role women play in shaping and Strengthening public institutions.
“Today, as we celebrate International Women’s Day, formally celebrated on March 8, 2026, we pause to reflect on the immense role women play in shaping and strengthening our public institutions. I salute the dedication, professionalism, and resilience of the women of URSB, whose contributions continue to advance the mandate of this institution and the broader public service of Uganda,” Hajat Buzeki said.
She reminded URSB women that effective institutions are built on professionalism, integrity, accountability, and service to the people.
“Women bring discipline, teamwork, and ethical leadership to these foundations. At URSB, women are central to executing the practical mandate of; business formalisation, registration of documents, marriage registration, Civil registration and intellectual property protection, ” Hajat Buzeki lectured.
She went on:
‘These functions directly impact livelihoods. When businesses are formalized, they can access credit, government funding, and markets. When marriages are legally registered, women and children gain protection under the law. When documents are properly registered, citizens enjoy security in property and inheritance. This is how empowered women at URSB contribute to building institutions that serve the people and advance Uganda’s development’
The woman of Allah, Buzeki, noted that the work of URSB fits seamlessly into KCCA’s programs.
“Business registration supports KCCA’s enforcement of trade order in Kampala, ensuring that enterprises operate legally and contribute to city revenue. I am aware of our strong partnership through the Taxpayer Register Expansion Program (TREP), which has greatly improved our revenues. Furthermore, formalized businesses are better positioned to access government funding, improve livelihoods, and create jobs” she said.
She added that Marriage registration strengthens social protection, complementing KCCA’s community programs in education, health, and welfare.

Hajat Buzeki added that Document registration supports orderly urban governance, reducing disputes and promoting trust, noting that together, URSB and KCCA demonstrate how institutional mandates converge to improve service delivery and transform lives.
“Leadership is not only about titles; it is about responsibility, influence, and service. Women in URSB and across public institutions must continue to believe in their abilities, step into leadership roles, and inspire others” she noted.
She explained that at KCCA, it is evident that women leaders drive programs in urban governance, public health, and community mobilization. Buzeki said women’s leadership strengthens service delivery and ensures that institutions remain people-centred.
She challenged women leaders to continue to mentor, support, and uplift one another, creating a chain of inspiration across generations.
“The strength of any institution lies in the professionalism and competence of its staff. Women at URSB exemplify reliability, discipline, and results-oriented service. Their excellence builds credibility and trust in the institution. At KCCA, we share this commitment, whether in managing city infrastructure, promoting literacy, or advancing public health campaigns. Our Directorates in charge of Gender, Public Health and Environment, Human Resource, and the Departments of Governance, ICT, and Risk are all headed by women who do an excellent job, ” Hajat Buzeki revealed.
Hajat Sharifah Buzeki advised the young women of URSB and the wider public service to remain focused, disciplined, and confident in your careers, noting that leadership begins with responsibility and integrity.
“Your growth is not only about personal advancement but also about contributing to the strength of Uganda’s institutions. At KCCA, we encourage young professionals to embrace innovation, community engagement, and accountability. You are the future custodians of our institutions, and your contribution will shape Uganda’s development trajectory, whether in formalizing businesses, protecting intellectual property, or transforming cities into engines of growth” she said.
She commended URSB for recognizing and celebrating the contributions of women staff, saying such recognition motivates, strengthens teamwork, and enhances institutional performance.
Meanwhile, the Registrar General URSB , Mercy Kainobwisho , appreciated Hajat Sharifah Buzeki for her wonderful and educative lecture, and handed her a gift of appreciation amidst applauses from URSB women.
